MATTERS ARISING from these minutes (for information only):
New Inn: Mr. Phil Godwin from Conservation at NNDC was worried about the deteroration of the wall, due to lack of maintenance, he will write to Punch Taverns (the owner) and explain their responsibilities with regards to the wall as well as the building.

STATEMENT OF ACCOUNT: All Cllrs. agreed to accept it as a true record.
TO CONSIDER INVOICES FOR APPROVAL FOR PAYMENT: 1: North Norfolk District Council: Election charges £ 841.41 2: Salary Clerk October / December £ 638.76 were both approved for payment.
TO CONSIDER AND RESOLVE TO INCrEASE HOURLY RATE FOR 2008 FROM £9.827 TO £10.068: All Cllrs. agreed to this increase from 01.04.08 to 31.03.09.
RECEIVED: 2 Worstead Woven £ 12.00 HM Revenue & Customs VAT return £ 1,467.70 Thank you from North Walsham & District CAB for £100.00 donation.

SUBCOMMITTEES:
Planning: CONSIDERATION OF PLANNING APPLICATION RECEIVED IN BETWEEN MEETINGS: Considered by Cllrs. Henderson, Cole, West and Lowe: Ref. 20081644: Erection and extensions to store, replacement filling station and construction of roundabout and revised access and parking arrangements, Tesco Stores Ltd, Stalham: it was resolved to object to this application, as it will be detrimental to the area, but the construction of the roundabout would be welcomed.
Appeal: Ref. 20080458: Conversion and extension of stables to provide two units of holiday accommodation, Church View, Westwick Road. Ref. 20081167: Conversion and extensions to the forge to provide a residential dwelling, Forge Cottage, Westwick Road Visit by Inspector 02.02.09 15.30. . Area Forum Meeting: TO CONSIDER SUGGESTIONS & VENUES FOR AREA FORUM MEETINGSuggestions to be put forward: LDF, Definite rule for the repair of buildings, walls, hedges etc., a Planning Forum. Queen Elizabeth Hall as a venue.
Boundary Pit, for Carl Bird: A letter was received from Norfolk County Council about the comments made by the Parish Council with regards to the statement that there would be no increase of traffic (it was believed that to make the site profitable, there would be more traffic). It was pointed out to NCC that these were oberservations, not a rejection to the plans.
Leisure and Recreation: RESPONSE FROM WORSTEAD FESTIVAL COMMT. AND CONSIDER HOW TO MOVE FORWARD: The Festival Committee has come back with various questions: a: the reason why the Lottery Funding did not give a grant: Clerk to copy letter b: a ground plan with anticipated location and phased construction for the next four years (or sooner): Cllr. Cole will assist Cllr. Barret with this. c; Name of the Project Manager: Cllr. Barrett. d: Copy of the Risk Assessment: Clerk to ask Swanton Abbot Parish Council for a copy, if they have one. This will have to be a general one as equipment and location are not certain yet. e: How to manage the Playzone: Management Sub Committee: Leisure and Recreation; Security: this equipment is sturdy and should withstand some beating; Supervision of potentially dangerous equipment: this will be a safe risk play area, necessary measures will be taken. Abrief discussion took place about whether to stay with one supplier (Project Manager free of charge?) or use different ones. No final decision was made.
VILLAGE SIGN: The Clerk had collected the pictures which were circulated. It was agreed to invite Mr. P. Brice and the Worstead Amenities Society to choose ten pictures they consider best suited. Parishioners will then be invited to choose their favourite at a drop in session on Saturday 7 March from 11.00 until 13.00 in the Club Room, with refreshments. All other pictures will also be displayed. SUBCOMMITTEES:
Highways: TO CONSIDER COMPLAINTS OF HGVS THROUGH MEETING HILL AND WHAT ACTIONS TO TAKE: Since the closure of Grammar School Road in North Walsham Parker’s Skips have used Meeting Hill as a short cut to Cushion’s scrap yard, with some drivers being abusive to residents. It was agreed to write to Parkers to explain that these roads are unsuitable for HGVs and ask them to use other routes. C. Cushion will be informed and asked to approach Parkers as well.
Queen Elizabeth Hall: Cllr. Harris was unable to attend, but Cllr. Lowe was in attendance as a member of the Management Committee and could inform the Council that the Police will use the Hall again, the Festival has made more improvements, paid for by themselves. The bankbalance is healthy. Sprowston Players will show their show on Saturday 07.02.09. Bangers and Mash night: 3 April 2009.

REPORT MEETING WITH “HANDYPERSON”, TO CONSIDER AND RESOLVE JOBS AND EXPENDITURE: Mr. Clare and Chapman will see what needs doing at present, tidying, mending, etc and report back to the Council. Once the playzone is up and running they will check the equipment on a weekly basis. Mr. Chapman will be asked to liaise with the Community Payback and big periodically clean ups with groups will be tested out. Tools and equipment will be purchased by the Parish Council. The insurance will be informed and the two members will be asked to have a CRB check.
BRIGGATE MILL (progress report): See public participation
SALT DUMP: TO CONSIDER AND RESOLVE THE WAY FORWARD: It was suggested to approach potential tenants ourselves, it was agreed that everybody will come forward with some names at the next meeting.
SPRAYING OF PLAYING FIELD: R. Rice, the new contractor for the playing field does not have a spraying certificate. Cllr. Lowe will approach Westwick Distributers for a quote (probably less than £300.00). Norfolk County Services will be asked what herbicide should be used and how long the public should be kept off the field.
TO CONSIDER ACCEPTING DONATION OF PAINTINGS OF WORSTEAD BY THE LATE MR. D. PAYNE: It was agreed that the donation would be accepted and the paintings will be displayed in the Queen Elizabeth Hall.
PARISH PLAN: The Clerk will contact Mr. M. Ashcroft, to find out what is happening with the Parish Plan.
