00/49                      MINUTES OF THE MEETING HELD 22nd AUGUST 2000

                                The minutes were found to have an item missing. The clerk agreed to correct them &           clerk

00/50                      MATTERS ARISING

                                Worstead Woven  - Mr Uglow is still pursuing the Tourist Office about the sale of

                                the books.

                                Plaques – The wording for the three plaques was presented to the Council for approval.

                                They will read:-                                                                                                                                                     For Mr Wilkinson

                                In memory of Norman Wilkinson (Wilkie) in Worstead from 1971  - 1997

                                An affable gentleman . Took great care of this organ.

                                For Mr Wagner

                                This plaque was carved by Anton Wagner (Woodcarver) Born Oberammergau 1940

                                Worstead Village enjoyed his great skill and friendship from 1977 –1995

                                For Mr Amies

                                This tree was planted on Saturday 20th May 2000 in memory of Bernard W T Amies

                                who worked tirelessly for the good of this Parish for over 50 years.

                                Primary Care Trust Consultation document – Members felt they did not know enough to    ALL

                                comment. The clerk agreed to obtain a copy for each member so that they can study

                                this before the next meeting. Mrs Wilkins was thanked for her input.

 

00/51                      FINANCE MATTERS                                                                                      

                                Finance Report

The Council is still overspent against budget. Great care will have to be taken in the

 second half of the year.

                                A charge of £7.50 had been imposed by Barclays as an interest penalty when the money

                                was moved from the HIBA to cover the Worstead Woven cheque. The clerk should            clerk

                                write to Barclays asking that this be refunded and if no satisfaction is received look

                                at other options.

                                The BPA has been run down & should be closed.                                                                        Clerk

00/52                       PLANNING MATTERS

                                New Plans

                                Erection of detached garage, Fairfields, Lyngate, these plans had been dealt with

under the Chairman & nearest member rule who had supported the aplication.

The Council were asked to ratify this. 1 member abstained all others agreed.

                                Development Control Notice

                                Change of use of single storey outbuiding to single dwelling: Post Office,

                                Back Street – recommendations approval subject to conditions

 

 

 

 

                               

 

00/53                      CHURCHYARD GATES

                                Mr Paterson had managed to get a copy of the drawing of the gates. This will be

                                used to obtain some more quotes.

                                 

00/54                      TRANSPORT & TRAFFIC

                                A meeting had been held between members of the Road Safety Group, Mr Prior,

Mr Shaw & Mrs Cullingham regarding traffic problems in the village but the

situation is currently an impasse.

The road safety group needs to take a view of the whole parish not just the

problem of heavy vehicles through the centre. It needs to be seen to be working

with the Parish Council and should ideally channel requests for action through the

council this would ensure that all members of the public have an opportunity to

come to the open meeting and be sure their opinions are being heard. It would also

avoid confusion as in the case of the survey which was sent out recently which

councillors were not aware of until after the event.

Bus Service Variations notice had been received that service nos 36 & 36A were

changing.

Parapet Repairs notice had been received of parapet repairs. The only one in this area

was Bengate Cattle Creep on the A149.

 

00/55                       CORRESPONDENCE

                                Police Annual Report Mrs Wilkins will read this & report back.                                 KW

                                An article re flu jabs had been received. The article is too long for the Parish

                                Magazine but they should be asked to include a reminder notice.                                              Clerk

                                Quality of Life questionnaire L Gray to complete.                                                                          LG

                                Adoption poster to be displayed.                                                                                                     KU

                                Norfolk Accident Rescue Service request for donation. The clerk should request                  clerk

more information.

                                Association of Town & Parish Councils meeting Tuesday 7th November the clerk        clerk/KU

                                and chairman will try to attend.

                                A letter had been received giving notice that District Youth Workers will be

operating in the area. The clerk should inform the local schools.

 

                                 

00/56                       ANY OTHER BUSINESS

                                Youth Club

                                Mr Shaw had expressed a desire that equipment from the old youth club should be

                                handed over to the County Youth Service.  It was felt however that the equipment

                                which had been bought with Parish Council funds should be kept within the Parish

                                for use by any future groups. It is important therefore that these items are identified

                                as quickly as possible. The Youth Club still has a bank account which is open.

This account should be closed and any remaining funds transferred to the Parish

Council to be kept in reserve for any future youth projects. Mrs West is thinking about

starting a club to follow on from the Acorn Playscheme. This type of well managed              clerk

project would be welcomed. We would need to involve the Youth Service and the clerk

should try to arrange an open meeting to include them on the first Tuesday or Thursday in December.

Letters re weeds

Two letters had been received about weeds spreading into gardens on Max Carter Close.

Mr Uglow will ask Mr Swan to deal with this                                                                  KU

 

 

 

 

 

Worstead Amenities Trust

A member was asked to become a trustee. Mr Paterson proposed Mr Uglow,

seconded by Mrs Wilkins. All agreed.

RAF noise survey

This survey is due to take place in early summer 2001 but councillors felt

this was too long to wait. Mr Uglow will write to the Commanding Officer asking  KU

for it to be brought forward. Mrs Wilkins stated that she had already spoken to

North Norfolk about this and it was not possible. Mr Uglow will copy and distribute

the letter to the Post Office & the Parish Magazine.

Play area repairs

The repairs to the gates have been carried out however there is damage to the fence surrounding the gas tank. The villasge hall committee should be informed.                  KU
