ACCEPTANCE OF THE APOLOGIES: The given apologies were accepted.
APPROVAL OF THE MINUTES OF THE MEETING HELD ON 28.04.2009: Cllr. Cole proposed to accept the minutes as a true record, seconded by Cllr. Harris, all agreed. The Chairman duly signed the minutes.

FINANCES:
STATEMENT OF ACCOUNT AND BUDGET FOR THE NEXT YEAR: Cllr. Barrett proposed to accept the statement of account was accepted as a true record, seconded by Cllr. Lowe, all agreed.
TO CONSIDER THE FOLLOWING INVOICES FOR APPROVAL: North Norfolk District Council: emptying dog bins: £270.40 + VAT£40.56 £310.96 Renewal Premises License £ 70.00 were both accepted for payment.
TO CONSIDER AND RESOLVE TO RENEWAL CLERK’S MEMBERSHIP WITH SLCC AND FUND FINANCIAL DAY COURSE (both shared with Tunstead PC) ½ Membership is £47.00 and ½ for the course is £47.50 + VAT. Cllrs. present agreed to pay for both the membership and the course.
It was agreed that Cllrs. Harris and Lowe attend the “Initial Training for Clerks and Councillors” at £35.00 per person.
RECEIVED: North Norfolk District Council: 1st Installment precept £4,375.00 HM Revenue & Customs: online bonus £100.00, cheque requested.
NOTIFICATION: From North Norfolk District Council: Victory Housing Trust to carry out grass cutting in Woodview (with no charge to PC at present).

Planning: CONSIDERATION OF PLANNING APPLICATIONS, RECEIVED BEFORE THE MEETING, NOT ITEMISED: Ref. 20090374: Heinz Factory, Station Road: erections of buildings to house water softening plant, water recycling plant room and tank: Cllr. Cole proposed to support the application, seconded by Cllr. Lowe, all agreed
DISMISSAL: Ref. 20080458: Conversion and extensions of stables to provide two units of holiday accommodations, Church View, Westwick Road.
SUMMARY OF PLANNING PORTAL MEETING: Cllrs. Barrett and Henderson attended this meeting in April. It is a way into the website to give a general picture of what is and what is not allowed within planning rules. A potential applicant can access two virtual houses to see whether his/her plans would be allowed. North Norfolk District Council is considering subscribing to it.
Leisure and Recreation: TO CONSIDER AND RESOLVE NEW PLAYGROUND PLANS: It was resolved to defer this to the next meeting.
VILLAGE SIGN: TO CONSIDER AND RESOLVE QUOTES FOR THE MAKING OF THE SIGN: Cllr. Cole informed the Council that he had received two quotes so far. The delay has occurred because potential suppliers had various questions and the sign should not look too professional, as it has been created by a child.
FENCING OF GRAVEYARD AND OLD SHELTER: It was agreed that the Community Payback team will be asked to erect the fence and the shelter. It was also agreed that the new fence should be the same as the one that is already in place.
Highways: STREETSIGNS FACING THE WRONG WAY: STATION ROAD AND MEADOWSIDE: The Clerk reported that speed limit signs had been turned around to indicate that Honing Row is not a 20m zone and Station Road (first part) not a 40m zone anymore. This has been reported to Highways, but Mr. Chapman will see if he can change then around.

BOXES: REQUEST TO ASK ELECTRICITY COMPANY FOR MPAN NUMBER FOR ADOPTION
PURPOSES:
TO CONSIDER AND RESOLVE WHETHER TO RESPOND THE SPEED LIMIT CHANGES ON OLD YARMOUTH ROAD: It was agreed to ask for a map, as not everybody was clear about where the changes would be made.
SUBCOMMITTEES:
Queen Elizabeth Hall: Cllr. Harris informed everybody present that during the AGM, it was revealed that financially they were doing well, did save £1,000.00 on heating and bookings have increased. The quiz night was a big success. There are some problems with the Festival office.
The Cllrs. thanked the Queen Elizabeth Hall Management Committee for their hard work during the year.

MAX CARTER CLOSE: Mr. P. Godwin has asked for the dimensions of the signs which the Clerk will pass on. He suggested as well contacting Victory Housing Trust first, which has already been done.
BRIGGATE MILL: (progress report) The application to turn it into a Village green will be considered w.c.01.06.09.
SALT DUMP: (progress report): Cllr. West was not present, no further information available.
PARISH PLAN: (progress report): Mr. M. Ashcroft has agreed to meet with Mr. P. Smith from NRCC to see which questions may be removed from the questionnaire to decrease the number of questions to make it more interesting. Mr. Carter and Mr. Roy have agreed to get involved as well.
CPRE’S LITTER PICKING WEEK 01 – 07.06.09: It was agreed to get people together for Monday evening 18.30, meeting at the Hall. Briggate will be done on Thursday 04.06.09 |

MATTERS FOR DISCUSSION: (for information only)
Verge cutting: Cllr. Lowe asked how often the verges were being cut and thought that they should be cut when needed on not in September when growth slows down. It was agreed to ask Highways about this.
Allotments: It was unclear whether the allotments in Max Carter Close have already been allocated. Since then the Clerk had been informed that one family has been given an allotment.
Naming of streets in Meeting Hill: Norfolk County Council has still not done anything about this. It was agreed that Mr. Carter, Meeting Hill, would write to them and request street names and signs.
Football team: An adult football team had approached Chair Henderson whether the field could be used for training purposes, using the lines and goal posts. Everybody was very much in favour of this
Flowerbeds around the Hall: Mrs. West asked the Council permission to put some flowerbeds around the office. Nobody objected to this.
