Cllr. Cole proposed to accept the minutes as a true record, seconded by Cllr. Harris. All agreed. The minutes were duly signed by the Chairman

FINANCES:

 

STATEMENT OF ACCOUNT:

Cllr. Harris proposed to accept the statement of account as an accurate and true record, seconded by Cllr. Cole.

 

TO CONSIDER INVOICES FOR APPROVAL FOR PAYMENT:

1: Beachamp Partnership: domain hosting                    £   35.00 + VAT £ 6.13

2: Lyngate Development Ltd: relocation of kicking wall: £320.85 + VAT £56.15

 

FIREWORKS ACCOUNTS AND CONSIDERING REFUND OF £345.66

Chairman Henderson, the beneficiary declared an interest on the refund.

Adverse weather conditions resulted in a loss making event attended by about 500 people. The loss was £940.66.

Chairman Henderson has paid for the majority of expenses, with £345.66 still owed to him. It was agreed that the HIVI jackets will be paid for by the Worstead Amenities Trust and the remainder from the Fireworks account, held by the Worstead Parish Council.

 

TO CONSIDER THE  APPROVALOF REQUESTS.

North Walsham & District Citizens Advice Bureau: 84 residents have used their services in the year ending 31.03.08. Cllr. Carlos proposed to donate £100.00, seconded by Cllr. O’Hara, all agreed

FINANCES:

 

TO CONSIDER THE  APPROVALOF REQUESTS:

Open Spaces Society asked for a donation towards legal costs in general. Cllr. Carlos felt they had been very helpful with Briggate Mill and she proposed to donate £50.00, seconded by Cllr. Lowe.

Cllr. O’Hara thought that membership would cover any legal costs as well, the Clerk will look into this.

 

TO CONSIDER THE REQUEST FOR TRANSFER OF MONIES

To avoid an overdraft the requested transfer of £3,000.00 from Business Rate Tracker to Community Account was agreed to.

 

RECEIVED:

From CETAG an acknowledgement (£50.00) and North Walsham Area Transport Association  a thank you for £75.00 donation.

 

TO CONSIDER QUOTES FOR MAINTENANCE OF THE GRAVEYARD, VILLAGE GREEN AND PLAYING FIELD:

Quotes for the playing field were received from Norfolk County Services, £1,047.81 and Robert Rice, £897.00 with the same frequency and extras. Tunstead and other parish council use R. Rice and are fairly happy with his services. It was agreed to try R. Rice and see if he would spray the field as well, depending on price, whether he holds a spraying certificate and what pesticide he would use.

 

Quotes for the village green and graveyard were received from T. Swann £2,010.00 and L&M Gardening Services £2,250.00.

Cllr. Harris felt that T. Swann had carried out a good job on the village green.

A suggestion to have these jobs done by the “Handyman” was considered too much and the purchase and maintenance of a good lawnmower too costly.

Planning:

Consideration of planning application(s) received before the meeting:

Cllr. Cole declared an interest (possible supplier of alarm system)

Ref. 20081568: Conversion of former RAF buildings to Cat. C Prison and erection of  buildings to provide ancillary accommodation, RAF Coltishall, Scottow this application was re-submitted because NNDC failed to carry out a flood risk assessment. More information was provided about the memorial garden. It was resolved to have no objections or comments.

 

Received additional information from Norfolk County Council:

Boundary Pit: Extensions to waste recycling site and waste recycling Carl Bird Ltd.  No further comments were made.

           

REFUSAL: Ref. 20081167: Conversion and extensions to the Forge to provide a residential dwelling, Forge Cottage, Westwick Road.

 

CONSENT: Ref. 20081298: Installation of patio doors and replacement windows, Bengate House, Yarmouth Road.

Leisure and Recreation:

RESPONSE FROM WORSTEAD FESTIVAL COMMT. AND CONSIDER FURTHER GRANTS:

Cllr. Barrett had sent the business proposal and had received grant applications forms. He proposed to submit two grants to the Committee: one for the total amount and one in stages. Everybody present accepted this proposal.

The Clerk will look into grants supplied by DEFRA, ACRE, NRCC and Norfolk Foundations.

 

VILLAGE SIGN:

Cllr. O’Hara was told they were already collected, this is not the case. She will collect them from the School for the next meeting.

 

Highways:

TO CONSIDER PROPOSED 30MPH SPEED LIMIT EXTENSION AND 40 MPH SPEED LIMIT ON YARMOUTH ROAD:

It was resolved that there was no reason to implement these speed restrictions.

 

Queen Elizabeth Hall:

Cllr. Harris informed the Council that Mr. Chapman was very pleased with the work carried out around the Hall by the Unpaid Voluntary Unit.

Events: 19.12 Medieval Music Night, March: quiz night and pantomime by Sprowston Players.

RESOLVE TO ACCEPT THE NEW PUBLICATION SCHEME OF THE FREEDOM OF INFORMATION ACT.

It was resolved to accept this new scheme.

 

APPROVAL OF THE PROPOSED DATES FOR MEETINGS IN 2009

The proposed schedule was accepted although some Cllrs. indicated they may not be at July’s meeting.

 

BRIGGATE MILL: (progress report):

Progress is very slow, N. Lamb MP, is still in touch with the Land Registry about the adverse possession.

The bridge has not been repaired yet. The Clerk will get in touch with P. Moore, County Cllr and Honing Parish Council to get things moving

 

FORMER SALT DUMP: (progress report)

Mr. Manley has indicated that he is not interested anymore, unless we can come up with a miracle, he told the Clerk that he saw in a trade magazine that the neighbouring site may start recycling trade waste.

 

COMMUNITY PAYBACK (Unpaid Voluntary Unit):

Chairman Henderson had received a letter asking the Council’s permission for the volunteers to wear high visibility jackets with the Community Payback logo when working in the village. Cllr. Harris asked whether a letter could be sent again to Punch Taverns about the bad state of repair of the garden wall. It was agreed that a letter should be sent to Philip Godwin, Conservation NNDC,  and a copy to go to Punch Tavern.

 

Cllr. Cole asked whether NCC could be approached for them to look into a change for SatNav for lorries, so they will not use the village as a shortcut
