MATTERS ARISING FROM  THE MINUTES (for information only):

 

Ida Watts Memorial: the letter received from Mr. J. Clayton, head of Worstead C. of E. Primary School was read. He and his Staff thought the idea for an Ida Watts Reward, to be presented to a pupil during the leaver’s assembly in July each year, was a good idea. He thought it useful if a local could give a small presentation about Ida this year to set the whole idea in context and off at a good beginning.

Clerk to get the address for G. Smith, who will be asked to do this.

 

Speedlimit Bengate A149: Norfolk County Council confirmed that a site visit had been carried out and the implementation of a speed limit would be included in next years Traffic Management Programme. They asked us to contact the Police to enable the Police to support this and add weight to the case.

Norfolk Constabulary had already been approached about this, but Inspector Clarke is on annual and study leave and will hopefully get in touch on his return.

The letter has been forwarded to David Law, Area Traffic Manager, Great Yarmouth.

 

Barn or shed: Mrs. Wilkins was asked during the last meeting “when is a barn a barn?” Within a development area it does not make much difference and it is allowed to extend, but outside a development area it has to keep its original structure.

FINANCES:

 

BUDGET STATEMENT: for April was accepted as a true record.

                                           

FINANCES:

 

END OF YEAR ACCOUNTS: The clerk informed the Council that an amendment of £60.60 will be made, because the interest statement for the Business Tracker was received after she had finalized the accounts. The figures as presented were approved by the Councillors present and signed by the Chairman. Questions were all confirmed and again signed by the Chairman.

 

PAYMENTS OF INVOICES:

- Hansells: balance of £293.00 (VAT £56.00) for registration of the Queen Elizabeth Hall was accepted for payment. (£250.00 deposit was paid in July 04)

 

RECEIVED:  £4,000.00 First installment of the precept from NNDC.

                      £3,500.00 Rent for the Household Waste Site from NCC.

 

TRANSFER of £6,000.00 (£3,500.00 rent and £2,459.00 from Worstead Festival

                     Committee and £41.00 extra) to Business Rate Tracker Account was

                     approved

 

AGREEMENT between Worstead Parish Council and Worstead Cricket Club for the lawnmower was slightly altered:

1: This agreement ………… and purchased by Worstead Cricket Club was changed to Worstead Parish Council.

2: Take over ownership: was changed to: become the keeper of the lawnmower.

SUBCOMMITTEES:

 

Planning:

Ref.: 20050767: Erection of single storey rear extension, 8 St. Andrews Close: the subcommittee recommended no objection or comment, which was accepted by the  Council.

 

Ref. 20050777: Erection of one and a half storey side extension, The Thatched Cottage, Station Road: the subcommittee recommended to object to this application. After a short site visit, they found the extension not in keeping with the existing building and the size of the extension was disproportioned compared to the existing building. The subcommittee’s recommendation was accepted by the Council.

 

Ref. 20050847: Erection of single storey side extension: The Grange, Yarmouth Road Worstead: the subcommittee’s recommendation was to have no objection or comment, this was accepted by the Council

 

PERMISSION

Ref.. 2005026: The Manse Meeting Hill: erection of rear conservatory.

 

North Norfolk Local Development Framework: questionnaire analysis, notes from questions and answers will be copied and distributed with these minutes.

They also asked for a nominee for an information day in North Walsham: Cllr. Paterson was already invited because of Affordable Housing, and Cllr. Henderson came forward as a possible nominee.

 

Leisure and Recreation:

Clerk will be on Playground inspection course 26.05.05 and will report back. The kicking wall is back on the agenda as an alternative to using the Hall as such. Lots

of ideas, Clerk to get in touch with Playground Association to find out about rules and regulations, DDA and grants.

 

Litter Picking is postponed until 16.07.2005 to find out more about interest by clubs and villagers. Clerk and Cllr. Gray to sort out and report at next meeting.

 

Queen Elizabeth Hall

Surface water: no more response was received from Worstead Festival Committee re. grant. The decision was made to have an extra meeting on Monday 06.06.05 with Leisure & Recreation and Queen Elizabeth Hall subcommittees and 2 of Queen Elizabeth Hall Management Committee and Worstead Festival Committee.

Clerk to book the Hall and get in touch with various people.

LAND AT YARMOUTH ROAD:

 

In reply to our letter Mr. Howes has replied: they are establishing entitlements on the land: TG3028-0142: 1.46 Hectares, TG 2928-7536: 4.29 Hectares = total 5.75 Hectares. They are considering to enter into the entry level scheme, which is a 5 year agreement, unless WPC objects.

It was decided to put this back on next month’s agenda as the Councillors present were not knowledgeable enough on this subject and ask the Howes Brothers for the paperwork they will submit to DEFRA.

DISTRICT / COUNTY COUNCILLOR:

 

Mrs. Wilkins reported on problems with the post for the new houses on Sloley Road, which are often delivered to West Lodge Sloley Road. Mrs. Wilkins has passed this to North Norfolk District Council who will get in touch with the developers, to rename that block of houses (in agreement with WPC) and the Post Office to change the postcode.

 

Laburnum Cottage, Back Street: 2 plots are sold with outline permission and the barn seem to have been acquired by a developer in Hickling.

 

Affordable Housing: there is a plot of land owned by District Council behind Woodview, but access to it would not be as easy as it is for the plot of land at Max Carter Close
