APPROVAL OF THE MINUTES OF THE MEETING HELD ON 24.02.2009 AND THE CHARITIES MINUTES OF 25.11.2008:

25.11.08: Cllr. West proposed to approve the minutes and Cllr. Lowe proposed to approve the minutes of 24.02.09, both seconded by Cllr. Cole, all agreed to accept the sets of minutes. The Chairman duly signed the minutes.

This was accepted as a true record.

 

TO CONSIDER THE FOLLOWING INVOICES FOR APPROVAL:

1: Norfolk Playing Fields Association: renewal  membership                £   20.00

2: Local Council Review: renewal subscription                                      £   17.00

3: Queen Elizabeth Hall: Council rent 08/09 & Youth club rent            £  289.80

4: Salary Clerk January / March 2009                                                   £ 701.41

were all accepted for payment.

5: It was resolved to renew the membership for Norfolk Rural Community

Council without voting rights for                                                             £   15.00

 

TO RESOLVE TRANSFER FROM BUSINESS RATE TRACKER TO

COMMUNITY ACCOUNT:

It was resolved to approve the transfer of £1,000.00 to avoid an overdraft.

 

TO CONSIDER & RESOLVE QUOTES FOR SPRAYING THE PLAYING FIELD:

Cllr. Lowe approached two companies. Westwick Distributors offered to do this

free of charge, but the field cannot be used for one week, but about 5 meters at

the bottom of the field will be cornered off to allow access to the footpath.

Cllr. Cole will make signs, to go around the field and the Clerk will put it in the

Parish Magazine and will contact users of the field.

 

TO CONSIDER & RESOLVE WHETHER TO INSTALL DOGBIN AT LYNGATE:

Cllr. West had received complaints about dog fouling in Lyngate and Tuckers Rd

He proposed to install a dog bin on the corner of Lyngate and Tuckers Road,

Cost £84.25 (not including delivery), seconded by Cllr. Cole, all agreed.

CONSIDERATION OF PLANNING APPLICATIONS, RECEIVED BEFORE THE MEETING, NOT ITEMISED:

PERMISSION:

By Norfolk County Council: Extensions to waste recycling site and waste

recycling building Carl Bird.

 

SITE VISIT BY INSPECTOR:

Ref.: 20080458: Conversion and extensions of stables to provide two units of

        holiday accommodation at Church View, Westwick Road: 31.03.09 14.30

 

Leisure and Recreation:

RESPONSE FROM WORSTEAD FESTIVAL COMMT. AND CONSIDER HOW TO MOVE FORWARD:

No response was received from the Worstead Festival Committee. It appears there is some unhappiness about funding this Play scheme, which is inconsistent with grants being given to Swanton Abbott Play park and Stalham Skate Park.

Cllr. Barrett will meet with the Secretary to discuss this.

 

VILLAGE SIGN: TO CONSIDER AND RESOLVE PRICE FOR WINNER TO BE PRESENTED AT WORSTEAD SCHOOL AND TO GET QUOTES TO HAVE THE SIGN MADE:

38 People attended the event to choose a village sign for the green. Ellen Smith, Withergate was the overall winner. It was agreed to buy an Easter Egg as a price and give all other children some little eggs. Peter Brice will be invited to do the presentation; he put in a lot of work in the event. A. Hurrell will be asked to put something in the North Norfolk News.

Cllr. Cole has taken the picture to get some quotes and the Clerk will ask whether Worstead Lodge, North Walsham or Watton Prison is willing to do this work.

Planning Permission: this may come under Permitted Development, to be investigated.

 

Highways:

TRAFFIC ISSUES MEETING HILL (progress report):

No further information was available.

 

TO CONSIDER AND RESOLVE REQUEST FROM WORSTEAD SCHOOL TO INSTALL POSTS ON GRASS NEXT TO POND:

It is not clear where these posts are suppose to go, the Clerk will get more detailed information.

Some comments were made about bad parking at the school.

REPORT MEETING WITH “HANDYPERSON”, TO CONSIDER AND RESOLVE JOBS AND EXPENDITURE, IF ANY, UNPAID VOLUNTARY UNIT:

BRIGGATE MILL: RESPONSE NNDC RE. ALLEGED REACH OF PLANNING CONTROL.

North Norfolk District Council’s Enforcement Officer did not find any evidence that Planning Rules were broken.

 

TO CONSIDER & RESOLVE TO SEND LETTER OF SUPPORT FOR BRIGGATE RESIDENTS ASSOCIATION TO LAND REGISTRY RE. FURTHER APPLICATION FOR ADIVERSE POSSESSION OF THE SITE:

It was resolved to send a letter of support to the Land Registry.

 

SALT DUMP: RESULT MEETING CLLR. WEST AND POTENTIAL INTERESTED PARTY:

Cllr. West approached C. Bird whether he is interested in leasing the site from Worstead Parish Council. Mr. Bird has promised he will look into it.

 

PARISH PLAN: RESULT MEETING CLLR. BARRETT AND CHAIRMAN OF STEERING GROUP, CONSIDER AND RESOLVE WAY FORWARD:

Cllr. Barrett was unable to contact Mr. Ashcroft, but the Clerk had received an email from Mr. Ashcroft saying is unable to give it a lot of time, but will pass on software and will train members.

It was felt that the questionnaire should be looked at again, as the number of questions are excessive.

Clerk to contact Mr. Ashcroft.

 

WALL  AT NEW INN: PROGRESS REPORT:

Two photographs were sent to Mr. Godwin, but he has not responded.

 

QUALITY COUNCIL: RESULT OF THE MEETING, CONSIDER & RESOLVE WAY FORWARD:

Cllr. Cole reported that during the meeting with Mrs. Pressland, NALC, it was made cleared that it would secure our position, which will have advantages. Worstead Parish Council already does a lot of what makes a Quality Council.

Cllr. Lowe proposed to go for Quality Council, seconded by Cllr. Cole.

A Sub-Committee will be set up.

 

TO CONSIDER ADOPTION OF TELEPHONE BOXES AT BRIGGATE AND STATION ROAD:

Cllrs. were asked to read the contract on the BT website: the Kiosk can be adopted for £1.00, all responsibilities and maintenance will be passed to the

 buyer. Information about the paint etc. will be passed to the buyer.

MATTERS FOR DISCUSSION: (for information only)

 

FENCING OF CHURCHYARD:

The Parochial Church Council has been given to extend the graveyard on Withergate Road. They may ask for financial assistance to fence of the site.

The Church Council is very pleased with the offer to put the “old” shelter in the graveyard.

 

TO SET DATE FOR ANNUAL PARISH MEETING AND CONSIDER GUEST SPEAKER(S):

It was agreed to hold the Annual Parish Meeting on 26.05.2009, no ideas for speakers were passed on.
