MINUTES OF THE MEETING OF WORSTEAD PARISH COUNCIL HELD ON TUESDAY 22 JUNE 2004 AT THE QUEEN ELIZABETH HALL, WORSTEAD

PUBLIC’S ½ HOUR:

 

3 Members of the public expressed their grave concerns about the proposed development at Laburnum Cottage, Back Street:

- the site looks to be overdeveloped, loss of open spaces,

- a lot of extra traffic in a small, dangerous and already busy road,

- the site more suitable for a cull de sac in Suburbia, not sympathetic to the village,

- the replacement house of Laburnum Cottage is not in keeping with the other properties,

- the conversion of the “barn” is too big.

One neighbour informed the Council that 2 windows would be overlooking his property, thus invasion of privacy.

 

One member wondered whether a memorial for Miss Ida Watts and her family was being considered like a tree (free from County?) in the area where her ashes are scattered. He was thanked for this good idea and the matter will be taken further.

MATTERS ARISING:

 

Fireworks: Mr. S. Henderson asked whether this was now a Council matter. This will be looked at later. Mr. G. Paterson wondered whether any damage done by the Fireworks would be made good. It was suggested to do this as soon as possible after the event.

 

Church walls: to be cleaned with a great level of control.

 

Affordable Housing:  the Clerk informed the Council that Mrs. Adcock emailed if there was any progress. It was suggested to invite her back sooner rather than later.

During an information day re. Planning it had been made clear that every Parish Council feels the need for affordable housing

 

Worstead School letters re. Dog fouling: letters were received from concerned children re. the dog fouling on and near the footpath. Clerk to send a thank you letter.

 

Wheelie bin: a letter was received from North Norfolk District Council informing the Council that to meet European Landfill Directive targets, costs would at a minimum need to double. Despite this cost, it was agreed to go for a realistic high recycling rate followed by residual waste treatment.

- Complaints were received about the arrogant attitude of the Officer at the District Council dealing with this; the Conservation Officer was only made aware after he received letters from parishioners. One parishioner has started the appeal process.

- The Wheelie Bin Road Show will be in the village on Tuesday 29.06.2004 from 2–4 pm. The Post Office has exemption forms for everybody who needs them.

 

Sewage Problem: - letter from NNDC informed the Council that this is the responsibility of Anglian Water, who are only interested in being consulted on developments of more than 20 dwellings.

- Letter Anglian Water: concerns have been noted and registered with the local council. Anglian Water is unable to prevent anyone from connecting into the sewerage system.

 

North Walsham Police: Mr. F. Ashton will enjoy a day in the area police car with PC Mason. Invitation was received by telephone.

 

Playing Field: 2 young parishioners wondered what was happening with the field as rumours were going round that Worstead Wolves Football Club had bought areas of the playing field. These rumours are not true, but will relate to the fencing off of an area for football pitches to prevent dog fouling. The grounds are for the whole village, not only for certain groups. The youngsters asked whether the swings would be replaced by benches and what the Parish Council would do for their age group as they are too old for the play area but too young to sit around on benches. The two youngsters will be invited to come along to a meeting of the Leisure + Recreation Committee.

Mr. K. Uglow has organised for Mr. Holgate to come and check the playing field. Samples should be taken to check the balance of the soil. Spraying and fertilizing will be done if needed, but has to be timed properly.

FINANCES:

 

- Budget Statement: at present underspent. It was agreed to be correct.

 

- Invoice Norfolk County Services: maintenance playing field £415.39 +VAT £ 72.69: accepted for payment.

- Invoice Glasdon: dog bin: £69.53 + VAT £12.16: accepted for payment.

- Salary Clerk: £ 337.19 for April / June + £95.11 tax: accepted for payment.

 

- Queen Elizabeth Hall: asked for £2,500.00 to be paid. The Council agreed that this was not the deal. The Council would pay up to £2,500.00 to meet shortfalls, against vatable invoices, thus making better use. The Clerk will draw up a letter to be approved by Mr. K. Uglow, Mr. S. Henderson and Mr. T. Rose, explaining what was said during the meeting.

 

- Youth Club: it was agreed that £105.00 unspent grant money from Worstead Festival Committee will be returned to them. Then account will be closed and money will go to Surveyors Allotment earmarked “Youth”.

SUB COMMITTEES:

 

Queen Elizabeth Hall: unable to get more quotes re. drainage.

 

Leisure + Recreation: - Notices in the children’s playground are beyond repair. The clerk informed the Council that there still could be some signs under the stage. The signs need to be up to date because of the Disability Act coming into force in August

- Worstead Festival Committee has promised assistance to remove the old swings, if this will happen before the Festival! Mr. Ashton would like to salvage them to make barriers, thus avoid using the pedestrian gate.

- Worstead Woven: one Councillor wondered whether Dragonbeam would be willing to try and sell these. The Chairman to speak to the owner.

 

Planning:

- Siting of mobile hole in connection with horticulture, Bengate: the Council accepted the sub committee’s recommendation to support the application with the comment that the mobile home is not to become a permanent dwelling.

 

- Erection of rear extension, Laurel, Station Road: the Council accepted the sub committee’s recommendation to support the application with the comment that materials used should match the existing structure.

 

Mr. Uglow declared an interest.

-Erection of single storey rear extension, 1 Westwick Road, Hill View: : the Council accepted the sub committee’s recommendation to support the application.

 

- Erection of two semi-detached dwellings, 18 Honing Row: : the Council accepted the sub committee’s recommendation to object to the application: not inkeeping with other properties and inadequate provision for off-road parking for proposed and existing dwellings.

 

- Erection of replacement dwelling, conversion and extension of barn to swelling and erection of four dwellings, Laburnum Cottage, Back Street: the Council accepted the sub committee’s recommendation to object to the application: -

Planning: - replacement dwelling not inkeeping with other properties, - barn: the suitability of the construction of the “barn” was being questioned, - 4 dwellings: overdevelopment, character of Back Street will be lost, loss of open spaces and it would set a precedent for future development of other “equal” properties, if successful.

QUEEN ELIZABETH HALL:

 

A question was raised about the progress re. School and Hall. The Chairman informed the Council that the headmaster had only just returned (17.06) after sick leave and the Chairman was awaiting their response about a meeting.

During the heavy rains of the last days, water was seen running down from the field as well as from the road.

ANY OTHER BUSINESS:

 

- Aircraft noise: clerk to report any progress at the next meeting.

 

- Mr. Paterson informed the Council that the cottages are almost finished. He will get in touch with the Clerk to arrange the visit.

 

- Mr. Uglow asked the Clerk to get in touch with the Glass recycling company, because their lorries keep pulling down an electricity cable. There is no public vehicular access from Front Street.

 

- Highways: Mr. Ashton wondered if the Council should make efforts to move the 30m sign to the junction Westwick Road / Station Road, but was informed that

speed limits will not be reduced if it is likely that people do not adhere to them.

A suggestion to put a pedestrian sign up (before Mill Hill) was seen as a good idea.

 

ANY OTHER BUSINESS:

The improvement of the footpath is still being looked at.

 

- Tyres were dumped and removed on Dilham Road. A watchful parishioner had taken down the car registration and it was reported to the Police.
