APPROVAL OF THE MINUTES OF THE PARISH MEETING 2 SEPTEMBER AND L&R AND PLANNING COMMITTEE 30 SEPTEMBER 2008:

Cllr. Carlos proposed to accept both sets of minutes as a true record, seconded by Cllr. Barrett. All agreed. The minutes were duly signed by the Chairman

CASUAL VACANCY: The election has been called for Thursday 20 November 2008. NNDC asked whether the Council would like them to send out polling cards, which is not normal procedure for interim elections, the costs to be shared between the District and Parish Council.

It was decided not to go for polling cards, but to make a flyer which will be posted (2nd class) to all electorates on the latest electoral roll (Oct. 2008)

STATEMENT OF ACCOUNT:

The statement of account was accepted as a and accurate true record.

 

PRECEPT:

The presented forecast was looked at in detail and discussed. It was suggested to leave the precept at the same level in the current financial climate. Cllr. Paterson proposed to leave the precept at £8.750,00, seconded by Cllr. Harris, all Councillors agreed unanimously.

 

TO CONSIDER INVOICES FOR APPROVAL FOR PAYMENT:

1. Norfolk County Services: Playground maintenance £ 492.39 + £86.17 VAT

2. Monster Play Systems: Youth shelter                £6,645.00 + £1,162.88 VAT

3: Toby Swann: graveyard maintenance               £   677.00

4: Mazars: Audit fees  y.e. 30.03.2008                  £   135.00 + £     23.62 VAT

5: Refund Clerk for Focus (Unpaid Voluntary Unit) £     48.65 + £       8.16 VAT

6. Allianz Insurance: extra premium for shelter     £     34.57

7. Alocal Print: leaflets fireworks                            £     80.00

FINANCES:

 

TO CONSIDER THE  APPROVALOF REQUESTS.

Worstead Events: Float for the Fireworks (will be returned after the event) £500.00. This was honoured.

Senior Citizens Christmas Dinner: £200.00 is still unclaimed from last year, an extra £50.00 was being asked for. Again, this was honoured

North Walsham Area Transport Association: information provided stated that 310 Dial a Ride trips were made and 38 Dial a Medi Ride by Worstead Residents. The average contribution was £75.00, which the Council agreed to.

 

TO CONSIDER THE REQUEST FOR TRANSFER OF MONIES

To avoid an overdraft the requested transfer of £3,000.00 from Business Rate Tracker to Community Account was agreed to.

Planning:

Received and considered by Cllrs. Henderson, Harris, O’Hara and Cole in between meetings:

Installation of patio doors and replacement windows, Bengate House, Yarmouth Road: it was resolved to have no objection or comment.

 

Consideration of planning application(s) received before the meeting:

From Norfolk County Council: Boundary Pit: extensions to waste recycling site and waste recycling building Carl Bird: the increase in recycling was praised, but doubts were raised about the statement that there will not be an increase in traffic. It was agreed to put this concern forward to Norfolk Council County in light of the refusal of Planning Permission to Mr. Manley because of traffic issues.

 

PERMISSION:

Ref. 20081066: Erection of single storey side and rear extensions, Barn Cottage, Station Road, Briggate.

From Norfolk County Council: Worstead C.o.E. Primary School, Lyngate: removal of existing 1m high timber / chain link fencing and replaced with 1.8m high tubular steel bow topped fencing, powder coated, black

 

Development Control Committee (East) 25.09.08:

Ref. 20080902: Change of use from agricultural storage to B8 storage of vehicles and  trailers, Brockley Farm, Station Road for Mr. W. Davison.

Temporary permission has been granted for 3 years and 20 trailers.

PLANNING: Development Control Committee (East) 25.09.08

 

Ref. 20081167: Conversion and extensions to the forge to provide a residential dwelling, Forge Cottage, Westwick Road; this has been refused.

 

Appeal: visit 06.10.08 by Inspector: Ref. 20080029 Land at 30-32 Honing Row: erection of two-storey dwelling: the appeal has been dismissed.

 

Leisure and Recreation:

TO CONSIDER APPROVAL OF BUSINESS PLAN BEFORE SUBMISSION TO WORSTEAD FESTIVAL COMMITTEE:

The Chairman thanked the Committee members for setting up this plan, which was read out by Cllr. Barrett. Everybody was happy for it to be submitted to the Festival Committee, which pays on receipt of invoices, but will put money aside if need be.

The Clerk will try and get information from Roughton Parish Council about their equipment and their funding

 

TO CONSIDER APPROVAL OF ADVERT FOR HANDYMAN:

Cllr. Paterson read out the advert, and informed everybody that two people have been approached, who may do the job on a voluntary basis, “expenses (tools etc. which would remain property of the Council) paid”. The two members will be invited to the next meeting.

The Clerk will investigate whether volunteers can be included on the Employers or Public Liability insurance.

 

“GYMCLUB” FOR SENIOR CITIZENS:

Chairman Henderson declared an interest.

The Clerk thought it may be an idea to start up a gym club for our elderly residents, now so much is being done for young people. The cost of the Hall could be covered by the Parish Council (providing facilities) and the gym instructor by the Amenities Trust.

District Cllr. Wilkins said the there was a mobile gym club run by NNDC, the Clerk to contact them and see about “taster” sessions.

 

Highways:

Queen Elizabeth Hall:

Information received from Norfolk County Council revealed that there has not been contact between them and Mr. Manley, the interested party. The Clerk was unable to get hold of him.

 

ALLOTMENTS:

The area where the allotments are,  is registered to Victory Housing Trust, who will now run the administration of the allotments. The waiting list has been forwarded to them

Worstead Farms Ltd had sent a letter agreeing to the use of the playing field for the Bonfire Night and providing parking facilities, but requested that the grass was repaired as soon as possible. The Chairman apologised for not repairing last year’s damage, but said this would be done almost immediately after the event.
