MINUTES OF THE MEETING OF WORSTEAD PARISH COUNCIL HELD ON

TUESDAY 18th JANUARY 2000

99/103                                MINUTES OF THE MEETING HELD 14th DECEMBER 1999

It was proposed by K Wilkins and seconded by G Paterson that the

minutes be signed as a correct record of the last meeting. All agreed.

 

99/104                                MATTERS ARISING

                                Replies had been received from Norfolk County Council and the Station

                                Commander at RAF Coltishall to our letters of complaint. Both letters

                                were read out.

 

                                Mr Paterson & Mr Uglow are still looking into the allotments. They feel

                                that the majority of the land is in use but will try to find out more detail.                                KU/GP

 

                                No responses have been received to date from Woodview. It was suggested

                                that Mr Swann should be asked for a quote to tidy the area.                                                                                 KU

                               

99/1055                                FINANCE MATTERS           

                                Finance Report

The Council is showing a small underspend.

 

Luncheon Club

A request had been received for further funds for the luncheon club.

It was proposed by Mrs Wilkins & seconded by Mrs  Gray that a donation of

£200 be made. All agreed.

 

Clerks expenses

A request was made for a payment of £40.13. This related to postal and similar

expenses for the past year. It was proposed by Mrs Fairhurst and seconded by

Mrs Wilkins that these be paid. All agreed.

 

99/106                                CHURCHYARD GATES

                                Delivery of  the gates had again been promised and not happened. The clerk

                                will liase with Mr Uglow about this.                                                                                                KU/clerk

 

99/107                                CORRESPONDENCE

                                North Walsham & District CAB

                                The clerk had received an agenda for a meeting of the above along with a note

                                saying that as the representative of the Council they looked forward to her

                                attendance at the meeting. This was a misunderstanding but as no Councillor

                                wished to take this on the clerk volunteered to attend as the Councils

                                Representative. All agreed.

 

                                Donation to D Wheeler

                                Mr Wheeler had been very helpful to the Council in the past and Mr Paterson

                                proposed that if possible a donation of £25 should be made to Mr Wheelers’

                                present. This was seconded by Mrs Wilkins. All agreed.                                                                                                                   clerk


 

                                Railway Crossing Closure

                                The clerk had received a notice on 18th January stating that the crossing was to be

                                closed from 17th for up to 21 days. None of the Councillors living in

                                the village were aware of this and no notices had been put on the major

                                routes to inform anyone. The clerk was asked to investigate this.                                                                           clerk

 

99/108                                DATES OF FUTURE MEETINGS

                                It was agreed that meetings would continue to be monthly but on the

                                fourth Tuesday of each month. The clerk will book the rooms.                                    Clerk

 

99/109                     FLORAL WEEK

                                The committee will meet and sort out the categories for the competition.

                                They will report back to the next meeting. It is hoped to cover the                               LG/CR

                                whole Parish and have more categories and prizes this year. Mr Paterson

                                has a cup which can be presented to the overall winner.

 

99/110                                ANY OTHER BUSINESS

Dog Bins

North Norfolk District Council have stopped emptying the bins because

the Council refused to pay the fee. The bin is now over-flowing and causing

a health hazard. Mrs Gray stated that because of this and as an emergency measure

she had asked N N D C to arrange for the bin to be emptied as quickly as possible

at her own expense. Councillors had not expected N N D C to stop the service

immediately. They agreed that whilst this matter was being resolved that the Council

should agree to pay. The clerk should instigate this straight away.                                      Clerk

 

Council Bungalows

Mr Paterson asked whether it was still possible for the Council to recommend people

for tenancies of  District Council owned bungalows within the Parish.  Mrs Wilkins

stated that this had been stopped some time ago because of possible conflict of interest

for Councillors. The Council felt that in a small rural parish like ours this was very

unfair on people who had perhaps lived all their lives locally and could be forced to

move out of the area and strangers be allowed to move in. Mrs Wilkins agreed to take

this up with the District Council.                                                                                                                KW

 

Children’s Playground

                                The gate catch is broken. Mr Uglow will inspect this and arrange appropriate repairs.   KU

 

                                Footpath by Church

                                Trees are overhanging the footpath and causing a hazard. Mr Uglow will inform the

                                P C C that he is going to ask Mr Swann to cut the back for us.                                                     KU

 

                                Car Boot Signs

                                These have again not been removed.

 

                                Chairs in Dyke

                                There are 3 blue chairs in the dyke these need to be removed.

                               

                                Development Plan

                                Mrs Fairhurst would like to be involved in the feedback on this. She should liase             VF/KW

                                with Mrs Wilkins.

 

                                Clerks Salary

                                The clerk requested a salary review. She was asked to leave the meeting so that

 Councillors could discuss this.

 

Meeting closed 9PM
