MINUTES OF THE MEETING OF WORSTEAD PARISH COUNCIL HELD ON TUESDAY
17 OCTOBER 2006 AT THE QUEEN ELIZABETH HALL, WORSTEAD

Chairman Henderson thanked Vice-Chairman Uglow for chairing the last two meetings.
PC Willis was welcomed by the Chairman.
He told the people present that he visited the playground area on Wednesday 4 October to look at ways to curb the present spate of vandalism.
Improvements: 1) shrubs and trees to be cut back at the perimeter fence at Max Carter Close and on the other side of the entrance gate and remove any dens (good hiding places for alcohol and drug abuse), thus creating a feel for the children they are being watched from Max Carter Close. 2) defensive planting: the current fence is a like a step ladder into the playground. Grow a hawthorn hedge along the fence of the same height, but about 3 ft wide. He suggested to install of a new metal gate, higher than the fence arched upwards. 3) lights: at present there is no light to cover the playground. Good lighting is a deterrent and at present there is good low energy down lighting on the market. 4) install a bin: litter attracts litter, not all people will use it, but it will help. 5) CCTV: is a good tool as part of the package, but costs would exceed £3,000.00 if the Council intends to install a good monitoring system. A recording system will be equally good, it will be controlling the space when there is nobody (to control) about. 6) consider equipment like a shelter for the age group 11- 17. For the other age groups there are things in place in this village. 7) report everything to the Police.
The Chairman pointed out that it is a small minority who are spoiling things and at the moment it does not seem correct to spend a lot of money, if it looks it is going to be vandalised.

FINANCES:
BUDGET STATEMENT: Cllr. West proposed to accept these as a true record, seconded by Cllr. Tilley.
Precept: an emergency meeting will be arranged, the Clerk was unable to prepare a forecast.
INVOICES: - Norfolk County Services: grounds maintenance playing field £462.33 + VAT £80.91 - Mark Ashcroft: expenses for Parish Plan Pinboard Events £128.93 + VAT £18.03 (from Parish Plan grant)
Remittance advice: from North Norfolk District Council: £4,250.00 2nd instalment precept.
- Request from Worstead Wolves Youth Football Club: a donation for floodlights to replace current lights on the Hall they are deemed totally insufficient and expensive to run. The football club will pay for the cost of running these lights. -The Football currently can have children from 5 – 16 years old and girls up to 11, they are looking into get an “adult” for the over 16’s, a girl’s and a women’s team. Cllr. Tilley felt it was a worthwhile project and Cllr. Barrett expressed his surprise at how many children were playing every week (at present 25 –30 a week) -The Chairman thought it a good idea to spend money from the Fireworks account (£2,800.00) for this. Cllr. Barrett proposed to donate £500.00 seconded by Cllr. Tilley, all were in agreement.

Barrett, Henderson, Parker, Paterson, West A1a: Seen by three Councillors and agreement to object: (returned before 29.09.06) Ref.: 20061379: Erection of side and rear extension and raised roof to provide first floor accommodation and detached garage: Sellicia Lyngate: reason for objections: extension seems to exceed the permitted limit A1b: Ref.: 20061443 Erection of extension to provide annex above garage: Our Pad Lyngate: this was discussed at the meeting of 09.10.2006 and the Councillors agreed to object to this application because it is an overdevelopment of the current size of the existing dwelling and it will have a big impact on the surrounding area. Cllr. Parker abstained

A3: Development by Worstead Farms Ltd, G. Paterson esq., Paterson Family and Paterson Trust. At present North Norfolk District Council has not allocated development areas for Worstead, because it is not meet the criteria of a service village (no shops) and fill in of areas will disappear. A3: Development by Worstead Farms Ltd, G. Paterson esq., Paterson Family and Paterson Trust. Affordable Housing: can still go ahead through the Exceptions Policy and it was felt the best location was between Honing Row and School Road (close to school, no need for more cars and relatively save to walk to school. Barn conversions: only for permanent dwellings, but it turns out this is not allowed by North Norfolk District Council. Industrial units: at present there does not seem to be a need for them and they would be better situated on Station Road. It was agreed to write to Mr. Paterson stating that the Council will look at if again when there is more information from the Local Development Framework.
Leisure and Recreation: Cllrs. West,. Charman, Henderson, Barrett & Rose
Cllr. Barrett will set a date to meet with the young and decide on what kind of shelter and where they think it should go.
Highways: Cllrs. Paterson and Parker The Clerk informed the Council that improvements will be made in the near future close to Geoffrey the Dyer House, where lorries and big agricultural equipment turn into School Road and on various occasions have damaged the house.
Hedge cutting: nothing seems to have happened. Cllr. Parker and T. Swann will do the hedge at Forge Cottage. Clerk to find out what is happening to Church View House’s hedge.
Lyngate pond: to be discussed in November’s meeting.
Queen Elizabeth Hall: Cllr. Henderson: representative, in his absence Cllr. West.
Cllr. Henderson attended the last Management Committee meeting. They are getting quotes for better lights and the down pipes will be painted with anti-climb paint. The bar, which will be open during the Fireworks, is making a profit. To provide wedding facilities does not seem to work. At present there are problems with the Cinema Accounts will be presented at a regular basis. Chairman Henderson concluded that the people involved are doing a good job.

IMMINENT CLOSURE OF RURAL POST OFFICES:
Norfolk Rural Community Council has sent out a warning about closures of rural Post Offices. Their website included a draft letter to object to the closures plus spaces where you can sign against this. Chairman Henderson will print some of and distribute them.

DISTRICT / COUNTY COUNCILLOR:
County Cllr. Moore informed the Council that bus fares for young people will go up. What the knock on effect of this will be is unknown, but some may have to stop education and if young people are not using the buses, the route may be cancelled due to lack of “clients.” |

Cllr. Moore reported that the closure of RAF Coltishall is on schedule, but it is still uncertain what will happen to the site. EEDA were very reluctant to get involved n negotiations and have now pulled out altogether. Maybe a partnership may be created. The houses already belong to a Housing Association and will probably be sold off. A copy of his report is enclosed.
District Cllr.Wilkins informed the Council that she has received more information about St. Andrews Church and it was agreed to start the process to make that area an Ancient Monument. An open evening will be held on 30 October at NNDC if you are interested to become a District Councillor. She is still looking for the missing war graves at Scottow, from the period Sept. 1943 to September 1953. There will be Polish soldiers among them as well. Government is keen to build on brownfield sites, and for RAF Coltishall this may pose a problem, because are the greens between the landing strips greenfield or brownfield, but a certain percentage will be develop with houses for North Norfolk which will have consequences for County and District Council. Cllr. Wilkins had been informed that the owner of part of the land at RAF Coltishall had recently died. She told the Council that Rose Meadow, Rebecca House and the Memorial Cottage in North Walsham are in a residential area and asked the Council to give support to have this changed to “health area”. The Council will do so on the Web.
