CO-OPTION:

The member who agreed to be co-opted was not present, but 2 more members have shown an interest. All three will be invited for an interview.

 

APPOINTMENT OF GOVERNOR TO WORSTEAD SCHOOL:

Cllr. O’Hara volunteered after enquiring how often they meet. She was proposed by Cllr. Barrett, all agreed to accept the proposal

FINANCES:

 

PRECEPT: Print out of last year’s and the current budget plus a forecast were discussed: insurance premium will be increased because of the youth shelter. Last year some savings were made and it looks the same this year.

Cllr. Lattimer proposed to keep the precept at £8,750.00 which was agreed by all. The request form was signed by Chairman Henderson, Cllrs. Cole and Barrett and the Clerk. Clerk to send form to NNDC.

 

BUDGET STATEMENT: Cllr. Lattimer proposed to accept it as a true record, seconded by Cllr. Cole.

 

Remittance advice: North Norfolk District Council 2nd instalment precept £4,375.00

 

Thank you: East Anglian Air Ambulance for £200.00 donation

Worstead Entertainers asked for a donation of £150.00 towards costs for CRB checks and hall hire for their pantomime. They will  involve under 16 as well. All agreed to hour the request.

ELECTION OF SUB COMMITTEES MEMBERS:

Chairman Henderson explained that subcommittees will meet before the monthly meeting, if something has to be discussed and a recommendation needs to be made.

 

Planning: Cllrs. Barrett, Cole, Henderson and probably cllrs. Paterson and West

Leisure and Recreation: Cllrs. Barrett, Lattimer and O’Hara

Highways: Cllrs. Barrett, Henderson and Lattimer

Queen Elizabeth Hall: Cllr. Harris to represent the Parish Council, Cllr. Henderson to deputise if need be.

B1a: Discussed between meetings by Cllrs. Barrett, Henderson and Cole:

Ref.: 20071409: 15 Woodview: Erection of two two-storey semi detached dwellings:

        It was resolved to support the application with the comments: ideal for

        affordable housing (2 such dwellings were indicated in 2004 survey), but grave

        concerns about continual infilling of small parcels of  land, resulting in over

       development

 

B1b: During the meeting:

Ref.: 20071475: The Cowshed, Honing Row: Conversion of cowshed to residential

        dwelling and erection of car shelter. It was resolved to object to this planning

        application: windows in western elevation, especially in the gable end are

        overlooking the walled garden of the neighbouring listed building and provision

        of the car port at the north end means an extension of the original footprint. The

        Council felt it should stay as the original footprint.

 

Ref.: 20071567 Sunnyside, Station Road: Erection of rear and side conservatory: It

        was resolved to support this application.

Leisure & Recreation:

Youth Shelter: the Chairman expressed his displeasure, because of its very slow progress.

 

Highways:

Lyngate and School Pond: no report, but they are not cleaned yet. Clerk to follow up.

 

School green and sign: compliments for Toby Swann, who did a very good job keeping it tidy. Worstead C.o.E. School will be approached to ask children to create a sign with the name “Fairstead” in it. Worstead Parish Council to carry the cost, maybe with the help of North Norfolk District Council. A small price for the winner may be appropriate.

 

Speed Awareness Message and Heinz: Heinz’s telephone number will be put in the Parish Magazine, so people can approach them when their big lorries use the village as a short cut, Speed Awareness will visit in due course but are inundated at present

 

Queen Elizabeth Hall

The email from the Chairman of the Management Committee offering the Council to make use of the office in the Hall together with members from the Management Committee and Worstead Festival Committee had been distributed. It was agreed in principle to go ahead. AFFORDABLE HOUSING:

 

The clerk was informed by NCAPTC that information re. the need (not names) of possible tenants of the affordable housing could not be supplied under the Information of Freedom Act 2001. NNDC are using the Data Protection Act not to supply this information.

 

PARISH PLAN:

Is moving forward slowly.

 

ROBIN HAZLETT COMMEMORATION: a meeting between interested parties will have to be arranged.

 

PROBATION SERVICE: still ongoing.

 

CONTRACT CLERK: It was resolved to accept the contract of the clerk. The contract was duly signed by Chairman and Clerk.

 

STATEMENT  SAFETY POLICY: It was resolved to adopt this policy. Cllr. Lattimer was thanked for her work to create this statement.
