MINUTES OF THE MEETING OF WORSTEAD PARISH COUNCIL HELD ON TUESDAY
12 DECEMBER 2006 AT THE QUEEN ELIZABETH HALL, WORSTEAD

PUBLIC’S PARTICIPATION:
One member queried about the installation and consequent cost of a shelter in the playing field, while only a few years ago the existing bus shelter on the corner of Ruin Road and Westwick Road was demolished, because of vandalism and noise pollution. When the first bus shelter was removed, it was planned to build one in the church yard, but the Parochial Church Council was against, subsequent ideas for the position of the shelter were turned down by North Norfolk District Council. It was pointed out to the member that the Council had sought advice from professionals like the Police and they emphasised that the young people should have a place where they can get together. It was made clear that the money will not be from the precept but from other areas (grants) and the income of the Fireworks. Mr. Ashcroft, on behalf of the Steering Group of the Parish Plan, told everybody present that a shelter was high on the agenda for the youngsters as well as adults. The shelter, once in place, will be handed over to the youngsters and will be their responsibility.
Another member complained that his children were being harassed by Police, they were stopped 7 times in the last fortnight after 22.00. He felt as well that relations between the elderly and the young would have to improve, the elderly not being very welcoming to the youngsters. It was made clear to him, that the seating area in Max Carter Close was just for the residents, but there is a right of way.
The Chairman told everybody that some parishioners are interested in starting up the Youth Club again, on a rota basis, but a risk assessment of the Clubroom needs to be carried out first and some people may have to have a CBR check. Public meeting closed at 19.55

APPROVAL OF THE MINUTES OF THE MEETING AND CHARITY MEETING HELD ON 28 NOVEMBER 2006An amendment was made on the Fireworks accounts, which read: The Fireworks made a loss of £100,32, amended to: The Fireworks profits were down by £100,32 to just over £1,500.00. Removal of County Cllr. Moore, PC. Willis from: also present. Cllr. Parker proposed to accept the minutes, seconded by Cllr. West, all agreed. The minutes will be signed by the Chairman after the amendments are made.

FINANCES:
BUDGET STATEMENT: The Council is still below this year’s budget. They were accepted as a true record, proposed by Cllr. Charman, seconded by Cllr. Parker
INVOICES: - Salary Clerk October / December £586.23 less £128.97 tax (to be deducted of HM Revenue & Customs bonus for on-line submitting if forms) £457.26 - Beauchamp Partnership: domain name and website hosting £40.00 + £7.00 VAT were both accepted for payment. - Request from the Clerk to have the cost paid for the CILCA training was honoured. Bursars are available from NALC and NCAP&TC and Tunstead Parish Council will be approached to pay half.
Transfer from Community Account to Business Tracker Account of £2,500.00 was accepted.

SUBCOMMITTEES:
Planning: Cllrs. Barrett, Henderson, Parker, Paterson, West PLANNING APPLICATIONS: none
PERMISSION: Ref. 20061591: Cantelo Cottage, Meeting Hill: erection of single-storey rear extension
Leisure and Recreation: Cllrs. West,. Charman, Henderson, Barrett & Rose YOUTH SHELTER: Cllr. West had received a quote of roughly £200.00 for a industrial, green powdercoated metal sheet, 4m x 5m, for the roof and a back panel. It was agreed that the shelter should have 3 sides and benches. The roof will have be strong enough to withhold children and the roof at the open side should be high enough to prevent children from hanging of it. Cllr. West will organise a meeting with the children for positioning and ideas.
FUNDING: Cllr. Barrett was not available
Highways: Cllrs. Paterson and Parker LYNGATE POND: the pond is now very full and needs to be skimmed out. Highways will no carry out this kind of work. Cllr. Charman will get a quote from Carl Bird to carry out this work.
GLAVEN KEYS: Cllr. Tilley reported that Highways have inspected the dike on Glaven Keys, but nothing has happened. Clerk to contact Highways.
Queen Elizabeth Hall: Cllr. Henderson: representative, in his absence Cllr. West. Cllr. Rose was not available to find out whether the letter about the accounts and grants had been send. Chairman Henderson was unaware of any meetings: the next meeting is in February. |

WORSTEAD AMINITIES TRUST:
This Trust was formed to build the Hall and helped with the restoration of the Church (the Fabric Trust). This work has now been completed and the money from the Trust is available for the benefit of the village, to be administered by Worstead Parish Council. At present Cllrs. Parker and Paterson as remaining Trustees, three more are needed: the Clerk has come forward and Cllr. West would like to know more about it before committing himself. A final decision for the functions of Chairman, Treasurer and Secretary will have to be made next month.

PARISH PLAN:
Mark Ashcroft, as Chairman of the Steering Group hoped that all Councillors had had a good look at the draft report. Two meetings had been organised to get preliminary to get ideas for the questionnaire. The meeting in the Queen Elizabeth Hall was not visited very well, but the one at Meeting Hill was fantastic, the thanks for the Steering Group was striking. A few important issues for the residents of Meeting Hill were: Streetnames: there are no streetnames in Meeting Hill. It has been known that Emergency Services were looking in Worstead instead of Meeting Hill. The Council can be held responsible, when somebody were to die because the Emergency Services can not find the dwelling. Meeting Hill Hall, now the Worstead Daycare Centre, is not available for meetings anymore, residents feel this as a loss of their meeting place.
Streetlighting was another issue which seemed more important to the younger parishioners than the older ones.
Local Planning issues could and should influence applications once the Parish Plan is in force and adopted by District Council. They have a statutory obligation to the Parish Council. Carolyn Heydon will be the advisor how to put the plan together to entice Authorities Mr. Ashcroft thought it would help the completion of the questionnaires when some of these issues are already addressed by the Parish Council. He is adamant to see a bigger return of the questionnaires than the turn out at the meetings. The results of the preliminary meetings will be posted on the Web and Mark expects extra hits on the Website, which, incidentally, is in need of rigorous updating (2002).
The data from the questionnaires will not be defined by the Steering Group, this is done independently.
A meeting has been arranged for 9 January 2007 between the Parish Council and the Steering Group.

NEXT YEAR’S AGENDA:
It was suggested that the meeting in December will not take place, because there is a very short period between November and December’s meeting. Cllr. Charman proposed to accept this change, seconded by Cllr. Parker. All agreed. Clerk to add 9 January for the meeting with the Steering Group and inform the Management Committee of the Hall

Salt Dump: a letter from Hansells asked about the state of the Salt Dump, and was told that it is clear, but we are not sure about the interest of Mr. Browne, Dave’s Skips. Clerk to investigate.
