MINUTES OF THE SPECIAL MEETING OF WORSTEAD PARISH COUNCIL HELD ON MONDAY 13 NOVEMBER 2006 AT THE QUEEN ELIZABETH HALL, WORSTEAD

PRECEPT:

 

With plans afoot for the installation of a youth shelter and re-positioning of the children’s playground and kicking wall, a suggestion for a small increase of £250.00 to £8,750.00 was made.

 

The Council’s reserves and all avenues of funding will be investigated and applied for to cover most of the costs of the plans.

 

Cllr. Tilley proposed to put the precept up to £8,750.00, which was seconded by Cllr. West, all agreed.

CHILDRENS’ AREA:

 

With the Councillors’ permission Mrs. R. Rix, Chair Management Committee, was invited to join in.

 

The young people are now gathering in the “shelter” in Max Carter Close, which gives causes for complaints from the residents there. Clerk to investigate further the right of way and access through there.

 

Funding from the Lottery for new or resiting children’s playground do not always require matchfunding. Grants could go up from £10,000.00 to £200,000.00.

A multi purpose, all weather pitch will need to be well drained, which will increase the costs considerably, as will good fencing and light.

 

The youth shelter from Monster Play would cost £ 5,500.00 and installation was estimated at £1,200.00, but if the installation was done by locals it would be reduced to approx. £500,00. The shelter would be positioned in the top area near the junction Westwick Road/Ruin Road. Low voltage lighting, which come in on at dusk has to be installed, but has to be subtle because of it being in a conservation area. A grant for the use of the Hall’s electricity will have to be considered or installing a Parish Council’s electric meter in the Hall.

CHILDRENS’ AREA:

 

Suggestions were made about a wooden shelter and employing a part-time youth worker, the latter being at a later date.

 

The idea to get the young involved with the installation and the officially handing over of the shelter were considered to be good ideas.

 

Cllrs. Barrett and West will work together to get quotes and information about funding.

The Clerk will get information about the Youth Community Funds, for the young and run by the young people.

 

A request was made to have a goally painted in graffiti style on the kicking wall, this was agreed to with the pro viso that all graffiti will be removed, if improper drawings, graffiti or language are found on the wall.
