MINUTES OF THE MEETING OF WORSTEAD PARISH COUNCIL HELD ON TUESDAY

PUBLIC PARTICIPATION:

 

One member of the public asked about the children’s’ playground, now closed because of glass being found in the bark and the see saw had  to be removed because it was damaged. He said it would be a sad day if children would not be allowed on the playground anymore and pointed out that the playground in Wroxham has an 8’ fence and is closed  for the night, Swanton Abbott’s playground is overlooked and “guarded” by houses.

* The turf was only turned over in May and no glass was found then. Suggestions were made to change the turf, but to get advice first from the Playing Field Association and Norfolk County Services, Mr. Richardson about the most suitable surface and Health and Safety and involve an architectural police officer, who will give advice about the layout, positioning etc of the playground.

* It was also pointed out that the playground had only deteriorated in the last 12 – 18 months The Chairman felt it best to identify the real problem: who was damaging the playground and the breaking of bottles and invite an Anti Social Behaviour Officer to the next meeting with our PCO to discuss the installation of CCTV cameras, which, the Clerk was told by Ms. Mitchell at NNDC was a difficult issue because you are taking pictures of children and therefore probably not allowed. Other venues to deal with Anti Social Behaviour are being sought between NNDC and the Police

* Cllr. West did not think things had got worst after the first spade and the Clerk felt installing a bin (like the ones used at the Festival, but smaller, drilled into the ground) was important as well.

- CIM Signs and Graphics: banner for Parish Plan £119.00 + £20.83 VAT (as part of

   £1,500.00 grant) were all agreed for payment proposed by Cllr. West, seconded by Cllr. Parker.

Ref. 20061232: Erection of front, rear and side extensions with accommodation in roofspace and detached garage: Sellicia, Lyngate: objections: the extension is very large and not in keeping with bungalow type housing and the privacy of the neighbours could be a problem. Application has since been withdrawn

(a site visit was carried on 10.08.06).

 

Letter from Worstead Amenity Society with regards to new developments was distributed with the agenda. Cllr. West commented that, although he agreed with most of the issues raised, he felt it was a but much for a barn conversion to be divided into three part buy, part rent houses. Check. A date to discuss the plans re development by Worstead Farms Ltd. will be set after liaison with Cllr. Henderson.

 

Letters NNDC about new planning regulations: Public consultations before submission, requirement of a streetplan are welcomed by the Councillors. It is good that elected members are actually heard now.

Leisure and Recreation: Cllrs. West,. Charman, Henderson, Barrett & Rose

 

Youth Shelter: the young people will be asked to draw up plans about the positioning and which shelter is preferred. They will also have to get in touch with R. Gowler, Youth Worker, about this new funding that will become available.

 

Playground: see 06/070.It was decided that advice will be asked from the Playing Field  Association and Norfolk County Services about safe surface and the Health and Safety issues involved, together with the architectural police officer to look at the design etc. Also, Ms. T. Monroe and PCO Perretta will be invited to the next meeting to discuss CCTV to monitor the playground.

 

Area Partnership: are coordinating local input into a North Norfolk Strategy for Children and Young People’s Play on behalf of NNDC, who can then draw down Big Lottery Funding It was agreed to wait until after the public meetings for the Parish Plan to get an idea what the young people want in the village. Clerk to get in touch with M. Ashcroft.

 

Highways: Cllrs. Paterson and Parker

 

Streetname signage: for various reasons a back log has arisen to replace or getstreetnames  into place. For Worstead Cubitt’s Yard, Woodview and Yarmouth Road will be installed in this accounts year. The Clerk will get in touch with them about a sign for the cul-de-sac of Woodview which is unnamed.

 

Survey footpath Lyngate: the result  was 40.0 which is quite high, the scheme is now placed in the list of new footway works to be considered. A feasibility study will be carried out in the near future.

 

Hedge on Withergate Road: Cllr. Parker met with Mr. S. Wright from Planning and Transportation to look at the hedge, which is severely overgrown and is covering road signs. Mr. Wright informed the clerk that they will be contacting the owners, if they not cut the hedge themselves, Highways will undertake the job and present them with a bill. For one owner, the clerk offered to deal with the issue herself, due to illness of the owner, the son has been contacted and asked to cut back the hedge. The clerk will get in touch with Mr.Wright to get a progress report

 

Lyngate pond: near Northview: this will be discussed at the next meeting, because of the absence of Cllr. Charman. Cllr. West informed the Council that it is very difficult to clean the bottom of the pond without doing damage.

Cllr. Paterson will draw up the plan about the pond near the school for future reference. Concerns were voiced what will happen to the ditch as a soakaway, if the footpath goes ahead, although another soakaway has been installed in the green in front of the school.

 

Work at the school: the work has been carried out and a thank you letter from Worstead School was presented to the Council.

 

Queen Elizabeth Hall: Cllr. Henderson: representative, in his absence Cllr. West.

 

Cllr. Henderson was  present at the Management Committee on 14.08.2006, and he felt it very important to have a Council representative to try and work together.

Queen Elizabeth Hall:

 

Playing Field: the administration of this was managed by the Playing Field Committee, which since has been disbanded, and the responsibility was placed with the Village Hall Management Committee. The point was raised that casual users from time to time restricted the use of certain parts of the field by their activities. Some sort of hire contract will be set up with established parameters of such a hire, protecting the rights of the parishioners. This contract will be set up between with both parties involved.

 

Parish Council Hall hire: a letter was presented from Norfolk Rural Community Council stating that the Parish Council as Custodian Trustee does not have special privileges and should pay for the hire.

As Custodian of the public purse it is good practice to reduce costs and this could have been an option.

 

Representation: Cllr. Henderson requested that the treasurer or a deputy from the Management Committee would attend Parish Council meetings, thus creating a closer working relationship, which should benefit both.

 

Cllr. Paterson agreed that working together should be emphasised. A discussion ensued whether the Council’s representative should have a vote on Management issues, but no decision was made. PARISH PLAN:

 

This Parish Plan is to find out what parishioners would like to see happening in the near future and with the Action Plan can be used as a tool to get funding.

Mr. Mark Ashcroft informed the Council that the Plan was a bit behind schedule, but this weekend would see the first stage of setting up the questionnaire, as parishioners are able to put forward what they see as the 5 most critical of about 40 issues per subject, colours indicate the level of priority. When an issue is not on one of the subjects, then the person can talk to one of the Steering Group members about it and complete a slip.

A trial survey of the questionnaire will be carried, then it will go to every household, after which the Steering Group hopes to have interim data available, possibly March or April.

The Plan would include the Design Statement created by the Worstead Amenity Society.

NORFOLK CONSTABULARY

 

PCO Perretta visited the village on various occasions, the only comment he made was about the rubbish in the playground. He contacted the Environmental Dept at NNDC about this and was told that the Council should install a bin, because the land is the Parish’s. Two people who caught speeding they were reprimanded.

DISTRICT / COUNTY COUNCILLOR:

 

District Cllr.Wilkins informed the Council that there will be a discussion about RAF Coltishall’s closure at NNDC Offices, Holt Road, on Monday 11.09.06 if Cllrs. are unavailable on Friday 08.09.2006.

 

She has been unable to find the missing graves and is talking to N.Lamb MP about this.
