MATTERS ARISING from these minutes (for information only):

 

Response Anglian Water re. flooding at the bottom of Woodview was read:

- They were aware of problems with the pumping station, but this has been rectified.

- They are not statutory consultees for new developments or buildings, but are able to express their concerns when they think the sewerage network con not cope

-If new dwellings would cause the network to overload, they will request an alternative, e.g. installation of new sewers and pumping station

- The present system will comfortably serve the parish increasing in capacity by a minimum of six fold.

DISTRICT / COUNTY COUNCILLOR:

 

This agenda item was brought forward to allow County Cllr Moore to leave, if he preferred to do so

He informed the council that Worstead was fairly quite, he did attend a Highways presentation, who are in the process of drafting a new program. Cllr. Moore left them some case loads to sort out:

- A resident in Meeting Hill had complaint about cracks in the road, which runs from Meeting Hill Road to Yarmouth Road, and although Highways has said it is in hand, no remedial work has been carried out yet. What was pointed out was that quite a few drives have gravel in their drives which spills into road. It then becomes a safety issue: cyclists skidding and falling over, stones against windows and people: advise sweep it up.

- A resident on Withergate Road had complained about the flooding and landslides that happened during the torrential rainfalls this “summer”, but Highways and the landowner are sorting it out. Cllr. Moore was very pleased with the response of Highways.

 

He told the Council that there will be exercises from North Walsham towards Cley-next-the sea soon with the view on flooding. Lots of emergency vehicles will be seen on our road for that exercise.

He will chase up the issue about Captain’s Pond.

FINANCES:

 

Budget Statement was accepted as a true record.

 

Completion of End of Year Accounts: The questions relating to theAnnual governance statement were all answered with a yes. Clerk to do the necessary re. finalising, making it publice, sending etc.etc.

 

Invoices approved for paymentt:

- Queen Elizabeth Hall: hire Club Room for Youth Club    £  79.80

- Salary Clerk July / September                                            £ 457.26 + Tax £128.97

 

- Request for donation for East Anglian Air Ambulance: They now have 2 helicopters which means a much better response for our area. Cllr. West proposed to donate £200.00 from the Surveyors allotments, seconded by Cllr. Cole.

- Donation for Worstead Lodge Community Home: the pupils with learning disabilities have made a good job of the notice boards, and are a lot, lot cheaper than

buying them: Cllr. Lattimer proposed to donate £50.00 from the Surveyors allotment, seconded by Cllr. West.

Planning application received:

Ref. 20071234: Worstead Day Care Centre Old School Room, Meeting Hill: construction of wheelchair access ramp: Cllr. Cole proposed to make no objection, seconded by Cllr. Lattimer with the comment that permission from the landowner is needed.

 

Ref. 20071325: The Manor House, Church Plain: removal of internal ground floor walls and raising section of floor: all councillors agreed unaminously to support the application.

 

REFUSAL:

Ref.20071014 Laurels Farmyard, Front Street: conversion of barn to two dwellings and erection of two two-storey dwellings.

 

Leisure & Recreation:

Lottery Grant: has been submitted and as well as paperwork requested by the Lottery Grant. The Council should hear by:

 

Youth Shelter: should be up and in use before the next meeting.

Lyngate and School Pond: no report, but they are not cleaned yet.

AFFORDABLE HOUSING:

 

A letter with reference to question raised at the last Parish Council meeting was attached with the minutes. Below a brief summary:

- The survey carried out in 2004 identified 2 households of being being in current need, 7 in future need. The Norfolk Rural Community Council  recommended “investigating providing a scheme of 6 dwellings” (NOT permission)

- At present the current need shows 21 applications with local connections to Worstead and the adjoining civil parishes (Honing, Dilham, tunsted, Sloley and Westwick, but NOT North Walsham)

- 9 Dwellings are needed to meet this need, and this has been the number for the scheme since the Housing Survery Report and in April 2006 funding had been granted.

- Data Protection Act is prefenting NNDC from passing on names of the applicants on the waiting list.

- This scheme would be built under the Exceptions House Scheme and has nothing to do with any other development in the area. The Affordable Housing Scheme caters

for people not being able to enter the Housing Market, but still have suitable housing.

- Despite Worstead not having amenities within the village: North Walsham is only 3 miles away and those prioritised for the Scheme are aware of this.

- Parking: after the Open Day in May places were increased from 13 to 18 places. A low wall would prevent people from parking along School Road.

- Purchasing existing dwellings in Worstead for affordable housing is not possible. NNDC has a limited programme of purchasing dwellings through Registered Social Landlords on the open market and the funding for Worstead would only allow for 3 dwellings to be purchased, which then would be allocated to the most needy, with or without a local connection, because they would not be subject to the Local Leetings Agreements (special element of the Exception Housing Schemes.

REMEMBERING ROBIN HAZLETT:

 

Robin passed away this summer and the Council feels that, as a big contributor as a volunteer for most jobs in the village, something to remember him by with the support from the Festival would be very appropriate. It was agreed that the Clerk will the Secretary and Chairman of the Festival to come up with ideas.

A: MATTER FOR DISCUSSION:

 

A letter from a parishioner about intimidation by older children in the childrens playground was read out. This letter with the Council’s reponse will be put in PCSO Wibberley’s box at the post office. The response will be that the Council is aware of the situation and will monitor it with the PCSO’s help and that an unfortunate next time it happens again he should ring the non-emergency telephone number.

 

Election: one parishioner who had shown an interest to stand had been unable to hand in the forms on time, but asked to be co-opted. He will be invited to the next meeting.
