ACCEPTANCE OF THE APOLOGIES: The apologies of S. Henderson were accepted.
APPROVAL OF THE MINUTES OF THE PARISH MEETING 29 JULY 2008 AND L&R AND PLANNING COMMITTEE 12 AUGUST 2008 Cllr. West proposed to accept them as a true record, seconded by Cllr. Paterson. Chairman Barrett duly signed the minutes

FINANCES:
STATEMENT OF ACCOUNT: Cllr. Harris proposed to accept the statement of account as a true record, seconded by Cllr. Carlos
TO CONSIDER INVOICES FOR APPROVAL FOR PAYMENT incl. NOT ITEMISED ON THE AGENDA: 1. Norfolk County Services: Playground inspection £ 85.00 + £14.88 VAT 2: Salary Clerk July / September £638.76 were both accepted for payment.
TO CONSIDER REQUESTS BEFORE THE MEETING, NOT ITEMISED: CETAG (Coltishall Eco Town Action Group) have asked for a donation of £50.00 from all affiliated parishes (not Westwick and Felmingham) for their “fighting fund”. All councillors agreed to honour this request (S137).
RECEIVED: £99.00 for Worstead Woven, sold by Worstead PCC in the Church during the Festival.

SUBCOMMITTEES:
Planning: WORSTEAD CHURCH OF ENGLAND SCHOOL: see minutes 12.08.08
Ref. 20081167: Conversion and extensions to the forge to provide a residential dwelling, Forge Cottage, Westwick Road: Cllr. West is concerned about what will happen to the building, if nothing is being done. Objections against the application: outside the development area, this is a new dwelling in the countryside, lack of amenities, a shed, not worthy of conversion. Votes to object against the application were taken: Cllrs. West and Paterson abstained, cllrs. Harris, Carlos and Barrett voted to object. It was resolved to object to the application, reasons mentioned above.
PERMISSION by NNDC Ref. 20080887: Erection of front dormer window, Brambles, Honing Road, Lyngate Ref. 20080903: Use of land for siting 5 storage containers, Haulage Depot, Station Road.
DEVELOPMENT CONTROL COMMITTEE: Ref. 20080902: Change of use from agricultural storage to B8 storage of vehicles and trailers, Brockley Farm, Station Road for Mr. W. Davison: a site visit is pending
Leisure and Recreation: TO CONSIDER QUOTES FOR PLAY EQUIPMENT: Cllrs. Cole and O’ Hara were not present, therefore details of the playground plan and playground equipment were not available. The clerk will see youth club members and Parents & Toddlers to get their opinions. The bark (not recommended any longer and constant maintenance) will be replaced by grass. The fencing may remain as it is safer to keep children and dogs out. It was agreed that Leisure & Recreation will meet on Tuesday 30 September at 7.30pm discuss the quotes and decide on new equipment.
KICKING WALL AND SHELTER: The shelter has been ordered, the proposed date to have it installed will be 19 September with a hand over to the young people at the end of the month.
HANDYMAN: A person’s and job description will be agreed at the L&R Committee on 30 September and whether this person will work on a self employment basis or will be employed by the Council
Highways: Some potholes on Sloley Road have been reported to Highways
Queen Elizabeth Hall: The meeting had to be cancelled, no report.

BRIGGATE MILL: (progress report): See Public Participation FORMER SALT DUMP: (progress report) Mr. Manley had informed the Clerk that he had not heard from Norfolk County Council. There had been suggestions about road improvements and how many lorries he can use, but that is the last he heard. It was agreed to contact County Cllr. Moore to see what is happening.
UNPAID VOLUNTARY WORK UNIT (progress report) They did not come to the village last week, although there is still work to be done. Clerk to try and get in touch
ALLOTMENTS: The area where the allotments are, is registered to Victory Housing Trust. They are asking for a letter from Worstead Parish Council, showing their interest in hiring it out as allotments. At present there are about 6 people interested to use the allotments. |

LETTER PARISHIONER RE. WORSTEAD FESTIVAL : A letter of complaint about charges during the Worstead Festival was read out and all agreed that this was a matter for the Worstead Festival Committee, who have already dealt with it. A letter will be sent to the parishioner.
FOOTPATH FROM CUBITT’S YARD INTO SWAN’S YARD:A query was made about the public right of way from Cubit’s Yard (the allotments) to St. Andrews Close was passed to Tessa Hill, Countryside Officer at Norfolk County Council. She informed the council there was no history about a footpath of public right of way. This information has been passed on.
BOUNDARY COMMISSION REVIEW: The meeting was temporarily suspended to allow District Cllr. Wilkins to speak and give some insight in this very difficult issue (see public participation). After her information pro’s and cons were looked at: For: response time may be shorter, planning issues may be dealt with better Against: the rural areas may loose out and democracy will suffer because of the great number of electors allocated to an elected person. There is no information available what all this is going to cost. It was felt a smaller area would be more effective. The for, against and the suggestion will be passed to the Boundary Commission.
ECOTOWN AT RAF COLTISHALL: An Open Meeting will be held on Wednesday 10 September with Norman Lamb, Keith Simpson both MPs. R. Davies, the developer has been invited. Posters advertising the meeting will be displayed. Even if the Ecotown does not happen, CETAG (Coltishall EcoTown Action Group) would like to remain involved in the future of the site.

MATTERS FOR DISCUSSION: (for information only) Cllr. Carlos asked whether there was any progress on the telephone boxes and asked how to go about having it listed. She was advised to ask Philip Godwin at NNDC. Since the meeting an email received from NCAPTC about retaining the telephone boxes has been passed to her AGENDA COMMITTEE MEETING LEISURE & RECREATION: 30.09.2008: - Playground: discuss the quotes and resolve which items to buy - Handyman: discussion about person’s and job description, where to advertise, who does the interviews, Is this person (self) employed?
