PUBLIC’S ½ HOUR:

 

The Clerk, as parishioner, wondered what could be done, if anything, about the sand on Withergate Road, which came down from the field during torrential rains.

A parishioner living there informed her that Highways are concerned it will block drains. The Council decided to keep an eye on it.

WHEELIE BINS:

A letter from Nick Baker, Head of Environmental Health at NNDC was read:

 

- Roadshow: officers were able to answer individual queries during the time they were in the village.

 

- Conservation area: although sympathetic to our views, this is not a reason for the exemptions of the bins. Mr. Baker has arranged a meeting with Head of Planning and on of the officers of Design and Conservation team and is seeking a legal opinion from the Council’s solicitor regarding the aspects of conservation and planning issues. Any issues effecting cases will be dealt with individually.

 

- Leaving bins at the road during the day: people being away from their premises during the day, will not be a reason for exemption.

 

- Max Carter Close: again, they will take a case by case view; this was discussed with one of the Roadshow officers. This officer will write to others regarding the possible use of a communal bin, which may be a positive solution, although Mr. Baker can not comment directly on individual residents requirements.

 

LAND OF YARMOUTH ROAD: Norfolk County Council Planning and Transportation made a request about land of Yarmouth Road. The plan was looked at and the question resolved. Clerk to inform Planning and Transportation.

 

MEMORIAL MR. D. CHAPMAN: it was resolved to involve the Church in this, because of Mr. Chapman’s involvement. A suggestion about a tree in the churchyard was looked upon favourably. Mr. Paterson to ring Father Anthony.

 

 

RESIGNATION MR F. ASHTON: Mr. F. Ashton informed the Chairman and the Council of his decision to resign as Parish Councillor now he is a Senior member of the Management Committee of the Queen Elizabeth Hall. He felt his position to be compromised. The Chairman thanked Mr. Ashton for his hard work and a thank you letter will be sent by the Clerk.

 

The Clerk will get in touch with the Election Officer at NNDC about the right procedure and whether we could continue with 8 Councillors. The councillors present agreed that the Clerk should go ahead with whatever is needed to find another Councillor (i.e. advertising in local newspaper, Parish Magazine).

QUEEN ELIZABETH HALL:

 

This item was brought forward on request of the Chair of the Management Committee, because of other commitments. The Chair’s letter was read: she understood that during the special Hall meeting on 18.05.2004 it was agreed that a grant of £2,500.00, for three years, would be made available.

In the May Council meeting a suggestion was made that invoices subject to Vat could be paid by the P.C., thus increasing the grant. Under the Charity Act they cannot accept financial obligations, which they are unable to meet. A financial plan will be drawn up.

 

The Chair made it clear, that the Management Committee will be acting illegally, when going into the red and the Hall would be bankrupt at the end of the financial year.

 

The Chairman of the P.C. thought the grant would be a lifeline, but that at the end of the second year the financial situation should be looked at again.

 

Mr. G. Paterson proposed to give the grant of up to £2,500.00. Votes were taken: four for, one abstained.

AFFORDABLE HOUSING:

 

All councillors received, with their minutes, a copy of the questionnaire, drawn up by the Countryside Agency. The principle remains the same: the survey comes with a pre paid return envelope, sent to Mrs. Adcock who will forward the surveys to a data inputting company, they will analyse the form in statistical form. Mrs. Adcock will compile a report for the Council.

 

One Councillor wanted to know who would be in charge of the Affordable Housing, as he had heard unpleasant rumors. It will be a Housing Association who will be in charge of allocating these houses to our parishioners. Parishioners on the waiting list at NNDC will go straight to the top.

 

It was agreed to order enough copies, which will be distributed in September by the Village Hall members. They were thanked in advance for their assistance.

 

 

 

 

FINANCES:

 

The Budget statement was accepted as a true record

 

- The Clerk requested petty cash. Mr. S. Henderson proposed £150.00, which was seconded by Mrs. L. Gray.

 

- T. Swann: grasscutting 15 weeks: £1,468.05, this was accepted for payment.

 

- Hansells Solicitors had sent a reminder for the Registration fee of the Landregistry £250.00: this was accepted for payment.

Mr. Care, the solicitor had informed the Clerk that the Landregistry will come forward with a proposal – registration for the Hall.

SUBCOMMITTEES:

 

Mr. S. Henderson pointed out that Planning, Leisure and Recreation and Highways would need a new member. This will be sorted out at a later date when a new Councillor has come forward.

 

No further information was received from Leisure & Recreation and. Queen Elizabeth.

 

Planning: no new applications were received.

Permission was granted for:- erection of single rear extension,1 Hill View;

                                            - rear extension at Laurel, Station Road

                                            - erection of front extension and attached garage, 30 Woodview

 

Refused was:- siting of mobile home at Bengate Nurseries, Bengate.

 

Development Control Committee (East) 01.07.2004:

- Conversion of barn to dwelling with annexe Bengate Barns, Bengate (again on 29.07.2004)

- Change of use of land and disused reservoir to fishing lake, Hill Farm, Yarmouth Road

SALT DUMP:

 

A revised contract was received from GA key (costs were omitted from the first one). The fee is £750.00 plus VAT, this is on a no let, no fee basis. Although this was considered to be excessive, it was agreed to sign the contract. The rent on the Salt Dump could be at least £3,000.00 plus, thus retrieving the cost within one year.

A fee of £250.00 plus will be charged in the event of the Council withdrawing to property from the market or letting it ourselves.
