The minutes were agreed as a correct record & signed by the Chairman
00/64 MATTERS
ARISING
The removal of the bus shelter will not be as easy as was originally thought. Mr Uglow
will discuss this with Mr Swann and if he feels unable to do it Mr Uglow will contact KU/JP
Mr Parker who is able to find someone to do the job.
Concern was expressed about the car boot signs being left up again and also about
cars going on to the playing field in the current wet conditions. It was agreed that
Mr Uglow should discuss the signs with Mr Cole and that vehicles should be banned
from the playing field until the weather improves. KU

The payment of £528 should be split 70/30 between Surveyors allotment & precept
A precept of £6000 was proposed by Mr Parker & seconded by Mr Nash all agreed
Clerks salary will be discussed at the end of the meeting & the clerk informed
Memorial plaques
The clerk had been unable to obtain a quote for the plaques as no sizes were given
to her. 6inches by 3 inches was suggested for Anton’s plaque. Mrs Rance will discuss Wilkies plaque with Father Anthony and let the clerk know the descision. New wording for this plaque of In memory of Norman Wilkins “Wilkie” a picturesque, moustached gentlman who took great care of this organ from 1971-1997. This was approved by the council.
As nothing had been heard for a long time the clerk had contacted Mrs Preeble
the club is still ongoing but has only 8 people attending regularly. The clerk was asked to
include something with the Christmas gifts to publisise this.
00/66 PLANNING MATTERS
New Plans
Mr C Bird at Carlton Farm, North Walsham, Recycling of Construction & Demolition
Wastes and Agricultural Topsoils. Mr Parker proposed support of the application,
this was seconded by Mr Nash. 5 for 1 abstained. Carried.
Erection of detached garage at Fairfields, Lyngate permit
Development Control committee
report
Change of use of single storey outbuiding to single dwelling: Post Office,
Back Street recommendation of the officers of NNDC was to permit subject
to conditions.
00/67 TRANSPORT
& TRAFFIC
The transport committee is not a sub committee of the council and as such
the council has no control of their actions. There does however seem to be a
misunderstanding about this committee and also about the amount of work
which councillors do behind the scenes for this community. The Chairman
wished it to be known that this council will continue to do anything that it
feels is necessary to ensure the safety of its parishioners.
It was brought to the councils’ attention that there is a problem with parking CR
at the school when children are being dropped off and collected. Mrs Rance
will arrange a meeting with the headmaster to discuss this.

It was suggested that Mr Pope (if he is still in business),
B & B Roadworks & Lowery be contact and asked for quotes. CLERK
00/69 OPEN MEETING
RE YOUTH GROUP
A meeting has been arranged for Tuesday 5th December at 7.30 in the
Queen Elizabeth Hall. A member of the Youth Service based at
North Walsham has agreed to attend. Mrs Rance will ask the headmaster CR
to attend and also for permission to advertise it through the school.
00/70 CORRESPONDENCE
City Centre Transport Plan
The clerk was asked to write stating that this council felt that the biggest
improvement that could be made was for a new bus station to be sited as
near as possible to the train station. CLERK
A letter had been received from the Millennium Auction thanking us for
our donation.
Mulbarton Parish Council had written asking for support in their fight
to try to change their attitude to the treatment of travellers. The Council
did not feel that this involved them and therefore suggested no action
be taken.
Noise reduction at RAF Coltishall
The council has already received several requests for monitoring equipment
to be placed in specific places in the area. Mr Uglow had tried to find
out how many stations were going to be set up in Worstead Parish but
had not been successful. It was suggested that this be put on the agenda
for the January meeting by which time more information may be available.
A letter had been received from Mr Peers giving details of his replacement
windows. As Mr Peers was not obliged to do this the Council wished to
express their thanks for this courteous gesture.
Mrs Henderson from the Post Office had returned the notice of meeting sent
to her stating that they were no longer required.
A leaflet entitled “Have your say on planning applications” had been received.
Mrs Gray will look at this & report back. LG
The Local Transport Plan & the Mental Health Strategy had also been
Received. Mrs Gray agreed to look at these. LG
Norfolk Police Authority PCCG will be held on 7th December. Anyone who
has any points to make should contact Mrs Cullingham.
The clerk will complete the Rural Services Survey clerk
Mr Paterson will look at the Mineral Review Programme GP
The survey about conference & meeting facilities will be passed to the
Village Hall Committee by Mr Nash. WN

BUSINESS
There was a rumour circulating that Rainbow were moving to premises in
North Walsham but no one had been informed of this officially therefore
nothing could be confirmed or denied.
