MINUTES OF THE MEETING OF WORSTEAD PARISH COUNCIL HELD ON
TUESDAY 27th FEBRUARY 2001

Prior to the meeting members of the talked about the Car Boot sales being run on Sunday’s. This had been brought to a head by the disruption brought to the village on Easter Sunday by the number of people attending the car boot. Many had parked indiscriminately throughout the village centre causing a severe traffic hazard and a lot of disruption to what should essentially be a quite rural village. Feelings were very strong that this situation should not be allowed to continue. It is in total contrast to the ethos of the community and could give the village a bad name and discourage genuine tourists who we would like to encourage e.g. visitors to the church.
The Chairman agreed to take the matter on board and to hold another public discussion prior to the next council meeting on 22nd May to update parishioners on the situation.

The minutes were accepted as a true record of the meetings & signed by the Chairman.
01/02 FINANCE MATTERS
The Council had come in within its budget for the year.
Bills for Payment.
T Rose web registration £52.88 proposed by L Gray seconded by G Paterson. All agreed.
Citizens Advice Bureau request for donation it was proposed by G Paterson that £100 be donated every January and as no donation had been made so far this year this should be retrospective to January 2000. This was seconded by W Nash. All agreed.
Subs for NCAPTC £114.30 proposed C Rance seconded K Wilkins.
The insurance renewal has been received but this needs to be looked at to ensure the
schedule is up to date before being approved.
01/03 PLANNING MATTERS
Mrs Wilkins declared an interest and abstained from all voting.
Notice of decision
Erection of detached garage at Fairfields, Lyngate, Worstead
Permit subject to conditions.
New Proposals
Erection of two dwellings and garages, Land at rear of Gaycot, Honing Row
Support proposed by L Gray, seconded V Fairhurst All agreed.
Retention of boundary fence, Rose Cottage, 36 Honing Row
L Gray & G Paterson declared interests
Support proposed V Fairhurst seconded C Rance . All agreed.
01/04 YOUTH CLUB
Mrs Rance stated that she would organise the initial meeting but after that would be
unable to continue with this.
01/05 BUS SHELTERS
Highways had confirmed that the new shelter would be on their land and had requested
a copy of the plans so that they can give formal consent. It was thought that NCC
would have received a copy as part of the normal planning process The clerk should
write to Mr Dawdry expressing this view. NCC had also written stating that the bus clerk
shelter on the A149 was dangerous and the Council would be held liable
should anyone be hurt be this. Mr Charman is due to demolish this.
01/06 TRANSPORT
& TRAFFIC
we are still waiting for the dates when the investigation team will be in place.

01/07 SIGN FOR
VILLAGE HALL
These can be erected on private land but not on the highway. Suitable sites need to be
identified. The clerk will find out which types of signs are available for the next meeting. clerk
01/08 CHURCHYARD
GATES
The small gate is also now in need of replacement. This will make an ideal pattern
for the new gates. Horning Church is having replacement gates made. Mr Uglow
will try to find out who is making them. KU
01/09 REPAIRS TO CAR
PARK
These should take place next week, weather permitting.
00/10 CORRESPONDENCE
A poster promoting Adoption will be put on display.
A letter had been received from a resident complaining that Lyngate was being
Used as a racetrack by young people on motor bikes, sometimes without helmets. clerk
This will be passed to the police and copied to Mrs Cullingham.
Advocacy for older people a notice will be displayed asking for volunteers.

A letter of thanks had been received for the donation to Norfolk Accident Rescue.
A letter had been received from J Harmer stating that the Parent & Toddler
Group held at the school was no longer operating. They had a balance in the
Bank of £300 plus equipment stored at the school. They asked if this could be
transferred to the school. All agreed. Mr Uglow will reply to this. KU
A copy of a letter to the Headmaster was read out. It is possible that the planning
& transportation department may provide some hard standing for parking.
Parts of the Weavers Way will be re-opening from 7th April

BUSINESS
A request for a salt bin at Woodview was felt to be unnecessary.
A complaint had been made that the web site was not up to date.
The clerk will check this & ensure that it is kept up to date in future. Clerk
The Festival committee had requested that the flower festival continue. Mrs Gray &
Mrs Rance will look into this. The Festival committee will make a decision in May
about whether the Festival will go ahead or be cancelled because of Foot & Mouth.
Aylsham show had decided this evening not to go ahead.
Following the earlier discussions the Council discussed the car boot sales.
It was felt that the sales had outgrown the facility. There were also worries
about the number of businesses trading rather than true car booters. There is also an
issue about planning permission. It was felt that a better alternative would be for the
Hall Committee or a person nominated by them to hold occasional car boots in the summer ` months only. Mr Uglow will talk to the hall committee. Interested parties should be
