MINUTES OF MEETING HELD 24.02.2004

 

Amendments to the minutes were requested: the location of where the bin bag of the dog bin was located and the reason for the subcommittees was not to reduce the amounts of meetings but to allow the “Full council meeting to be more focussed in it’s decision making process.

MATTERS ARISING.

 

Get well card: the chairman suggested to send a get well card to Mr. J. Parker. All agreed.

 

Fencing off of football pitch: a member of the public and the Football Club asked whether the Parish Council would be able to assist the Football Club financially with the purchase of orange nettings and stakes. No decision could be made, but was added to the Finance Matters.

 

Worstead School: the letter drafted by Mr. K. Uglow was amended as requested and sent to the school. Mr. R. Charman (governor on behalf of the Council) informed the Council that the school had sent a letter to the LEA reminding them of the feasibility study to be carried out.

LEISURE AND RECREATION: Mrs. L. Gray, Mr. F. Ashton. Mr. K. Uglow.

It will be left up to the sub committees how they want to work. The minutes will have to be sent to the clerk, please let her know who will be taking the minutes, so she can chase that person when they are not in on time.

 

The clerk suggested, that each Committee makes a little presentation at the Annual Parish Meeting, this was agreed.

 

MATTERS ARISING:

 

Dog fouling: Two letters were read by concerned members of the public about the dog fouling in our village, the footpath towards Station Road being used as another dog toilet. The whole Council agreed with the contents of these letters. Worstead School’s Newsletter even mentioned the dog fouling along the pavement on School Road.

Mr. T. Rose presented the poster he had designed. He will adjust some of the wording. These posters will be hand delivered to every house in the parish (every councillor to do his / her area as for the Christmas Bonus).

Mr. F. Ashton informed the Council that the bag from the dog bin again was found in the trade waste skip at the Village Hall. He has informed NNDC’s Contracts again.

North Norfolk District Council will be asked for another dog bin to be installed at the end of the footpath near Station Road

 

Affordable Housing: Mr. T. Rose will set up a letter informing the parishioners of the Council’s intentions to carry out a survey and this will go out with the Dog leaflet.

 

Removal of old swings and installation of barrier: Mr. R. Charman said he was unable to do something about it at present, but would ask his people to make the swings safe.

FINANCE MATTERS

 

- Budget Statement: was agreed.

 

- Queen Elizabeth Hall: rent for the year 01.04.2003 / 31.03.2004: £134.20 was accepted for payment.

 

- Norfolk County Association of Parish & Town Councils: subscription 2004 /5 £134.88 was accepted for payment.

 

- Salary clerk: £337.19 and £95.11 (PAYE) were accepted for payment.

 

- Received from Parochial church Council: £292.50 for the grass cutting of the graveyard.

 

- From CCLA Investment Management: Statement for Poor’s Land Reserve Land Charity Account stands at £441.94.

 

-North Walsham Citizens Advice Bureau: thank you letter for donation of £100.00.

 

- Fencing of football pitch: Chairman to investigate if he has netting and the Worstead Festival should be approached if they have some they do not need. Mr. K. Uglow proposed to spend up to £200.00 for the fencing; Mr. F. Ashton and Mrs. L. Gray seconded this.

FINANCE MATTERS:

 

-Youth Club: a letter was received from Worstead Festival informing the Council that if grants were not spent they should be returned to the Festival. Clerk to ask their secretary a copy of the grant application and go through receipts to find evidence of spending the grants (£669.00 has been spent on insurance and rent for the Hall as was stated on the grant application).

 

- Poster dog fouling: it was agreed that up to £100.00 could be spent on the printing of this poster, it involves colours, which make it expensive.

PLANNING MATTTERS:

 

Mrs. C. Wilkins declared an interest and left the room.

 

PROPOSAL:

The Wolery Meeting Hill: Erection of single storey extension / conservatory.

Mr. J. Tilley proposed to support the application, seconded by Mr. R. Charman, all agreed.

 

Meadow Way, Sandy Hills: Erection of side extension with conservatory.

Mrs. L. Gray proposed to support the application, which was seconded by Mr. T. Rose, all agreed. A comment was made and noted that the location plan was totally inadequate.

 

NOTICE OF DECISION:

 

The Old Mill, Meeting Hill: Change of use of land from agricultural to garden and erection of domestic studio. Permission was granted.

 

From Norfolk County Council: acknowledgement of receipt of the Council’s support of application by Carl Bird Ltd. With ref. to land at Carlton Farm.

SALT DUMP:

 

A letter had been received from Mr. A. Hird at Keys, informing the Council that he is still communicating with the consultant for Norfolk County Council with reference to the (Norfolk County) Council undertaking a contamination survey before release from the tenancy agreement.

To avoid any liability for Worstead Parish Council or the ingoing occupier the survey should be completed first.

He has a list of  parties who may be interested in a tenancy and will contact them as soon as he is in a position to do so.

QUEEN ELIZABETH HALL:

 

The original deeds were kept with the bank and have been passed to Mr. J. Care of Hansells Solicitors to register the Hall in the name of Worstead Parish Council. In a letter he asked for the value of the land and the property as Land Registry fees are based and this value.

GA Keys is looking into this valuation, which takes into consideration depreciation and the fact that the land was given solely for the purpose of building the Village Hall and the children’s playground.

NOISE POLLUTION RAF:

 

More letters were received from various parishes, below a summery:

HAINFORD: they observed that the night flying was quite excessive, especially between 22.00 – 23.00 hours, aircrafts undertaking several circuits before landing, excessive flying during the summer months, but was also heard during the winter months and the Clerk had not been informed since September last year.

BUXTON WITH LAMAS:  a letter sent to the Secretary of State for Defence via Norman Lamb underlining the inadequate positioning of noise monitors, ignoring the Council advice as to where to place the monitors. They were probably strategically placed where the official flight paths for take-off and landing are. Complaints and requests to use the published flightpaths to the station are constantly ignored. The Council is aware of the importance of RAF Coltishall, but states that the quality of life has been severely diminished since it became a training station for Jaguars.

The noise survey quashed all hope for assistant for noise insulation. Buxton with Lamas request another survey to be carried out within the village envelopes of the surrounding communities to reflect a truer picture of the noise footprint.

STRATTON STRAWLESS: enclosed were personal letters from parishioners: unbearable noise from low flying, vibration to the ears, strong smell of fumes; why are the aeroplanes still flying low at full throttle now the second Gulf War is over, it is a constant breach of civil rights; grandson not coming to visit during the week because of the noise, little girl next was born here but still covers ears; air pollution; one or two suggested lowering of Council tax because of the noise pollution.

The parishioners of Stratton Strawless certainly support our effort to do something about the noise pollution.

DISTRICT/COUNTY COUNCILLOR’S 2 MINUTES:

 

Mrs. Wilkins informed our Parish Council that dog mess was a problem in the whole County.

She also told the Council that North Norfolk District Council carried out a housing survey last year under the people on the waiting list. Apart from Mr. T. Rose nobody had been aware of this. Mrs. Wilkins was asked to bring a copy of the survey and the results of it, plus how many people were surveyed in Worstead to the next meeting.

The Chairman pointed out that NNDC was not aware of housing needs in the village. The survey from the Rural Community would help to project the housing needs now and in the future and would include people who do not live here but have a genuine need to live here. Mrs. Wilkins said there would funding available from NNDC to carry out this survey.

ANY OTHER BUSINESS:

 

A letter was received from Worstead Amenities Society with reference to the sale of Laburnum Cottage, Back Street. They are concerned that if the house is bought as an investment to develop, the houses bordering Laburnum Cottage would suffer, vehicular access to Back Street would be even more problematic and building on the land between Front and Back Street would change the whole appearance of the village centre and the houses facing it would loose light and amenity.

The Chairman made clear that the Parish Council can only react to planning, making sure the conservation officer is involved, but pointed out that there have been properties on the land between the two streets.
